The project is implemented through a collaboration between the People's Committee of Ha Tinh, the provincial Department of Health, and partner agencies at the central and local levels. The project demonstrates a shared commitment to strengthening the system for preventing and responding to gender-based violence against women and girls using a victim-centered, inter-sectoral, and sustainable approach at the local level.
UNFPA acknowledges the efforts of the People's Committee of Ha Tinh in decisively directing and approving the project in a timely manner, contributing to its practical implementation, as well as the close coordination of the Ha Tinh Department of Health in organizing the launch ceremony.
With technical support from UNFPA and financial support from KOICA, the project focuses on strengthening services for victims of gender-based violence, guided by a victim-centered approach. It also addresses emerging forms of violence, including those facilitated by technology. At the same time, the project emphasizes prevention by tackling harmful gender norms, encouraging the participation of men and boys, promoting safe working environments for women, and enhancing inter-sectoral coordination mechanisms - both in normal development contexts and in emergency or crisis situations.
At the launch ceremony, Nguyen Minh Duc, Provincial Party Committee Member and Director of the Ha Tinh Department of Health, affirmed: “The province is committed to closely supervising and creating favorable conditions for the project to be implemented effectively, contributing to the successful implementation of the Program ‘Prevention and Response to Gender-Based Violence in Ha Tinh Province, 2026-2030.’”
Ha Thi Quynh Anh, Head of the UNFPA Gender Team in Vietnam, highlighted: “The concerted efforts of UNFPA, KOICA, and the local government of Ha Tinh are the key to promoting sustainable efforts to prevent and respond to all forms of gender-based violence, with the well-being and dignity of victims of violence as the guiding principle for all actions.” She further underscored the importance of building a robust prevention and response system through the “Sunshine House” model and inter-sectoral coordination mechanisms, ensuring that services benefit all genders, ethnicities, and communities. She emphasized that people with disabilities must have timely, respectful, and equitable access to these services.
This project underscores the strong commitment of Ha Tinh and UNFPA to advancing gender equality and eliminating all forms of gender-based violence, thereby contributing to UNFPA’s global goal of ending violence against women and girls. It also supports Vietnam’s efforts to strengthen a beneficiary-centered, gender-sensitive social protection system.
Through close collaboration with government institutions and social organizations, UNFPA will continue to provide technical expertise, policy guidance, and evidence-based models to ensure that women and girls can live in safe environments, free from violence and fear.
