In recent years, the Ha Tinh Provincial Party Committee and People’s Committee have maintained a focus on combating IUU fishing with high determination and the unified involvement of the entire political system. This is not only a requirement for state management but also a prerequisite for the stable development of the industry, enhancing its value and prestige globally.
The year 2025 has been designated as a "sprint" year, carrying vital significance in preparation for the European Commission’s (EC) fifth inspection. With a proactive spirit, Ha Tinh province continues to execute 19 groups of tasks and solutions following the directives of the Government and the National Steering Committee on IUU fishing.

The province currently has 3,969 fishing vessels registered and fully updated on the National Fishery Database, with 3,967 vessels eligible for active operations. Importantly, 100% of offshore fishing vessels have installed Vessel Monitoring Systems (VMS).
Ha Tinh province has recorded no instances of vessels or fishermen violating foreign waters, nor have any cases of illegal brokerage or connections for unauthorized fishing been detected. Strict fleet management and standardized operations have helped maintain fishing grounds and protect aquatic resources. Seafood production for 2025 is estimated to exceed 45,000 tons, an 8.7% increase compared to 2024, reflecting the clear effectiveness of management tied to sustainable growth.
During peak IUU fishing prevention enforcement periods, the province intensifies legal education for fishermen, strictly controls vessel arrivals and departures, and enhances VMS monitoring to prevent boundary violations and illegal fishing. The province has successfully verified and handled 100% of VMS signal loss cases, penalizing 39 violating vessels with total fines exceeding VND 1 billion. Alongside tightened management, Ha Tinh province prioritizes upgrading fishery infrastructure.
Currently, 3 fishing ports and 4 storm shelters are operational, meeting the needs for docking, unloading, and consumption while facilitating product volume control and seafood traceability in accordance with established regulations. Also, the province is focused on implementing support policies for vocational transition, providing suitable livelihood orientations for fishermen, for instance, boat owners who no longer meet fishing requirements. These measures help reduce pressure on inshore resources and restructure the fishery sector toward a more modern and efficient model.
Through the above actions and the consensus of the fishing community, Ha Tinh province is steadily affirming its commitment to building a sustainable and responsible fishery sector. These efforts contribute to the national goal of early removal of the IUU "yellow card" and deeper integration into the global market.
