Seven Southern Provinces and Cities Coordinate to Prevent Illegal Cross-Border Fishing, Combat IUU Fishing

On January 12 in Lam Dong Province, police forces from seven provinces and cities: Ca Mau, An Giang, Can Tho, Vinh Long, Dong Thap, Lam Dong, and Ho Chi Minh City, held a preliminary review conference on the coordinated plan to combat individuals involved in organizing and brokering illegal exit and entry for the purpose of illegal fishing in foreign waters.

According to the Ministry of Public Security’s online portal, reports presented at the conference indicated that in recent times, fisheries management and the management of the fishing fleet operating at sea have been gradually tightened. Fishermen’s awareness and compliance with laws on combating IUU fishing have shown positive changes.
Since May 2025, functional forces in the seven localities have detected 14 cases of fishing vessels illegally exploiting seafood in foreign waters with signs of organized activity and brokering of illegal exit and entry for illegal fishing. Authorities have investigated, prosecuted, and tried eight cases, and are continuing to investigate, verify, and handle one case in accordance with the law.
Local police forces have also expanded investigations into violations related to seafood origin certification, vessel registration and inspection, and licensing of fishing vessel operations, contributing to addressing loopholes in the management of marine fishing activities.
Alongside enforcement and handling efforts, localities have intensified communication and legal dissemination on combating IUU fishing, mobilizing fishermen to strictly comply with regulations, refrain from encroaching on foreign waters, and avoid abetting acts of organizing or brokering illegal exit and entry.
Speaking at the conference, Le Trong Yen, Vice Chairman of the Lam Dong Provincial People’s Committee, requested that police forces continue to seriously and effectively implement Directive No. 32 of the Secretariat on strengthening the Party’s leadership in combating IUU fishing and promoting sustainable fisheries development. He also called for enhanced coordination with the Border Guard, the Department of Agriculture and Environment in managing the fishing fleet, certifying seafood origin, and supporting fishermen’s livelihoods.

Concluding the conference, Major General Truong Minh Duong, Director of Lam Dong Provincial Police, stated that in the coming period, police forces in provinces and cities will continue to strengthen coordination and information sharing, particularly in inspecting, verifying, and handling cases where fishing vessels are bought or transferred to other localities without completing ownership transfer procedures in accordance with regulations.
He emphasized the need to focus on resolutely combating and strictly handling individuals who organize or broker illegal exit and entry for the purpose of illegal fishing in foreign waters. Through these efforts, together with the entire political system, authorities aim to remove the IUU “yellow card,” sustainably protect fisheries resources, expand markets for Vietnamese seafood in Europe and other international markets, and gradually improve the material and spiritual well-being of the people.
