On September 9, the Steering Committee 515 of Thanh Hoa Province announced the completion of sample collection from unidentified martyrs' remains across all 25 martyrs' cemeteries in the province.

Statistics show that these 25 cemeteries contain a total of 2,922 unidentified martyrs' graves. Competent authorities successfully collected samples from 2,602 graves; samples could not be obtained from the remaining 320 graves, primarily due to the physical condition of the remains and graves, as well as other objective factors.

Following the collection process, Thanh Hoa plans to hand over a total of 2,621 samples for forensic analysis and martyr identification. This total comprises 2,602 samples collected from cemeteries within the province and 19 samples from martyrs' remains repatriated from Laos during the 2025–2026 dry season.

To date, 471 samples have been handed over to agencies that are responsible for receiving and analyzing them. Procedures for the handover of the remaining samples are currently being finalized in accordance with the plan.

The collection, management, and handover of samples are conducted according to established protocols, ensuring proper preservation and suitability for DNA analysis. Each set of remains is assigned a unique code, accompanied by relevant information, photographs, and records to facilitate future analysis and cross-referencing.

To implement this campaign, the Steering Committee for the Search, Recovery, and Identification of Fallen Soldiers' Remains in Thanh Hoa Province issued Plan No. 152/KH-BCĐ on May 20, 2026, clearly outlining the tasks, timelines, and responsibilities for each agency, unit, and locality.

Implementation is being carried out synchronously from the provincial to the grassroots level, adhering to the “six-clarity” principle: clear personnel, clear tasks, clear responsibilities, clear authority, clear timelines, and clear results. This is coupled with regular inspections and supervision to ensure the campaign proceeds effectively, substantively, and in the right direction.

The completion of sample collection across all 25 cemeteries marks a significant milestone in the effort to identify fallen soldiers whose remains currently lack identification details in Thanh Hoa. Once handed over and subjected to DNA analysis, these samples will serve as the basis for cross-referencing and confirming the identities of the fallen soldiers.
