UN Secretary-General António Guterres Arrives in Vietnam to Attend the Hanoi Convention Signing Ceremony

According to the Vietnam News Agency (VNA), accompanying Secretary-General António Guterres is Ghada Fathy Ismail Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC) and Director-General of the United Nations Office at Vienna (Austria), along with several UN officials.

Secretary-General António Guterres has long held a special affection for Vietnam. In his youth, he joined demonstrations protesting the war of aggression against Vietnam. In his current capacity as Secretary-General, he has consistently expressed his commitment to strengthening Vietnam-UN relations and affirmed that he regards Vietnam as an important partner of the United Nations in all areas. His most recent official visit to Vietnam took place in October 2022, following his re-election for a second term (2021–2026).
Speaking at the international press conference on October 8 announcing the Opening Ceremony for the Signing of the Hanoi Convention, Deputy Minister of Foreign Affairs Dang Hoang Giang said that Secretary-General António Guterres attached great importance to this event. He accepted the invitation to attend the ceremony on the occasion of the United Nations’ 80th anniversary, demonstrating the UN’s recognition of the significance of the Convention as well as its appreciation for Vietnam’s position, role, and contributions to the United Nations and the international community.
The Opening Ceremony and High-level Conference on the United Nations Convention against Cybercrime - the “Hanoi Convention” - will take place in Hanoi on October 25 and 26, 2025, under the theme “Countering Cybercrime – Sharing Responsibility – Shaping the Future.”
In addition to the opening and closing sessions, the event will include one plenary session, one signing session, four high-level discussions, four roundtable exchanges, a gala dinner, and a Technology Exhibition co-organized by the Government of Vietnam and the UN Secretariat. President Luong Cuong and UN Secretary-General António Guterres are expected to deliver remarks at the opening session.
