Russian media spotlight Vietnamese PM’s strategic visit, energy cooperation

Over the past two days, major Russian media outlets have extensively covered the visit of Vietnamese Prime Minister Pham Minh Chinh and his high-level delegation to Russia.

The coverage emphasizes that the visit is focused on deepening the bilateral strategic partnership, particularly in the energy sector, and expanding engagement with major Russian corporations, reflecting the strength and depth of the Vietnam–Russia Comprehensive Strategic Partnership.

Leading news agencies, including TASS, RIA Novosti, and Interfax, reported extensively on meetings and talks between Prime Minister Pham Minh Chinh, his delegation, and senior Russian leaders and corporate executives.

During talks in Moscow on March 23, Prime Minister Mikhail Mishustin reaffirmed that Russia values its traditional friendship with Vietnam. This relationship, built on mutual respect and balanced interests, is regarded as a treasured asset cultivated over decades. Active bilateral cooperation mechanisms have been yielding tangible results, ensuring the effective implementation of agreements reached at the highest levels, cited VOV.

At a meeting with Chairwoman of the Federation Council of Russia Valentina Matviyenko, Prime Minister Pham Minh Chinh expressed Vietnam’s deep gratitude for Russia’s long-standing support during critical historical periods and in Vietnam’s ongoing national development. He thanked the Russian side for the warm reception and congratulated Russia on its recent socio-economic achievements.

Russian media also highlighted the signing of an intergovernmental agreement between Vietnam and Russia to build Vietnam’s first nuclear power plant. The agreement has attracted significant attention in Russia and is seen as a major milestone in bilateral energy cooperation.

In addition, Prime Minister Pham Minh Chinh met with leaders of major Russian corporations, including a visit to the leading gas company Novatek. Discussions focused on expanding energy cooperation, including the potential construction of LNG storage terminals and gas-to-power projects linked to Vietnam. Novatek also signed a preliminary agreement to supply LNG to Vietnam, reflecting the evolving global energy landscape and LNG market strategy.

Vietnam pursues EU cooperation for green, digital, and trade goals

Vietnam is seeking to leverage its newly elevated strategic partnership with the European Union (EU) to accelerate infrastructure development, green transition, digital transformation, and deeper integration into global supply chains, according to Deputy Prime Minister Ho Duc Phoc.

Phoc emphasized the country’s strategic priorities and concrete expectations from the EU’s Global Gateway initiative during his meeting with European Commissioner for International Partnerships Jozef Síkela in Hanoi on May 24, as part of the EU-Vietnam Global Gateway Business and Investment Forum (GGBIF).

Welcoming Síkela’s visit, he highlighted the significance of the forum, noting that its first-ever organisation in Vietnam represents a concrete step in implementing the newly established Comprehensive Strategic Partnership between Vietnam and the European Union, formalised in January 2026.

He emphasized the EU’s role as the world’s third-largest economy and a global leader in promoting sustainable development, green growth, circular economy, digital transformation, energy transition, and free trade. He affirmed that Vietnam strongly supports EU initiatives, particularly the Global Gateway strategy, as they align closely with Vietnam’s development priorities.

The Deputy PM also shared Vietnam’s socio-economic achievements following 40 years of reform, as well as the outcomes of the recent 14th National Congress of the Communist Party of Vietnam.

Vietnam, he said, remains committed to its long-term development goals, focusing on three strategic breakthroughs, namely improving institutions, developing modern and integrated infrastructure - especially expressways, high-speed rail, seaports, and airports, and enhancing high-quality human resources. The country is also accelerating growth model transformation driven by science and technology, innovation, digital transformation, renewable energy, and green and circular economy development.

Regarding Vietnam–EU relations, the Deputy Prime Minister stressed that translating high-level commitments into practical cooperation programs and projects, such as the GGBIF, is essential to creating new momentum for bilateral ties.

He called on the EU to support the effective implementation of Global Gateway projects in Vietnam, enhance development cooperation, and encourage European businesses to invest in major projects in the country. This includes opportunities in the newly established international financial center in Ho Chi Minh City and Da Nang, contributing to stronger infrastructure connectivity, green and digital transitions, capacity building, and deeper integration of Vietnamese enterprises into EU supply chains.

Commissioner Síkela for his part expressed his pleasure at returning to Vietnam and co-chairing the first GGBIF, praising the country’s impressive socio-economic achievements and the growing strength of EU–Vietnam relations, particularly the recent upgrade to a Comprehensive Strategic Partnership, according to VOV.

He noted that his delegation includes senior policymakers and leading European businesses, including representatives from the European Investment Bank (EIB). Increasingly, major EU companies are showing interest in investment and business opportunities in Vietnam, particularly in infrastructure, transport connectivity, energy transition, and green, digital, and circular economy sectors.

Agreeing with the Deputy Prime Minister’s proposals, Síkela reaffirmed that the EU considers Vietnam a key partner in ASEAN. In a context of global economic uncertainty, he described Vietnam as a reliable partner with shared values in sustainable and human-centerd development.

He also highlighted that the two sides have eliminated up to 99% of tariffs, and emphasized the need to further strengthen cooperation in investment, infrastructure connectivity, energy transition, and workforce development to support green, digital, and circular economic growth.

Both sides agreed to deepen cooperation under the new partnership framework, contributing to peace, stability, cooperation, and sustainable development in the region and globally.

Vietnam pledges best possible conditions for US investors

As part of his working visit to the US, Permanent Deputy Prime Minister Nguyen Hoa Binh on March 23 attended a business roundtable on attracting capital and promoting investment in the Vietnam International Financial Center (VIFC).

At the event, Vietnamese authorities introduced the IFC in Ho Chi Minh City and Da Nang, along with preferential policy mechanisms, legal frameworks and investment opportunities for US investors and partners.

Representatives of US enterprises and financial experts shared experience in developing international financial centers, discussed solutions to attract capital and strengthen linkages between the VIFC and the global financial system, and explored ways to enhance investment cooperation.

Binh stressed that the development of an international financial center represents an important institutional breakthrough to mobilise financial resources and high-quality human capital, contributing to economic restructuring, productivity improvement and enhanced national competitiveness.

Vietnam has now largely established a synchronised and specialised policy framework to put the center into operation and connect it with the global financial system. The National Assembly has issued Resolution No. 222/2025/QH15, laying the legal foundation for the “one center, two destinations” model in Da Nang and Ho Chi Minh City, which will complement rather than compete with each other. The Law on Specialised Court at Int’l Financial Center has also been adopted to create a dispute settlement mechanism in line with international practices, thereby strengthening investor confidence, according to VNA.

The official called on US businesses and investors to continue partnering with Vietnam, particularly the two cities, in building and operating the VIFC, becoming pioneer investors and ambassadors to connect other potential partners. He also encouraged cooperation in developing modern financial infrastructure, high-quality human resources, green finance, fintech and digital assets, as well as applying international standards and strengthening financial supervision.

Vietnam, he affirmed, is committed to accompanying and providing the most favourable conditions for foreign investors in general and US enterprises in particular to invest and operate successfully at the VIFC. He expressed confidence that with joint efforts, the center will become a key pillar in Vietnam–US relations, bringing practical benefits to both economies and peoples.

Vietnam praised as a welcoming destination for global travelers

While many destinations around the world are being forced to introduce “soft limits” to protect themselves from tourism pressures, Vietnam appears to be moving at a different rhythm, continuing to welcome visitors while preserving its spirit of openness.

Challenges similar to those faced by other countries may arise in the future. For now, however, Vietnam’s recognition in The Telegraph and the perspectives shared by the BBC highlight a valuable distinction: the country is opening its doors without losing its inner warmth. For travelers, what endures after a journey is often not photographs, but the lasting feeling of having been genuinely welcomed.

"From the otherworldly Ha Long Bay with its sprinkling of column-like islands, to the delicious cacophony of Ho Chi Minh City’s food markets, Vietnam is too often overlooked in favour of its larger neighbour Thailand, despite offering more competitive prices."

Instead of fairy-tale castles or comic-book superheroes, visitors encounter layers of folklore, Buddhist symbolism and vivid Asian imagination. The towering statue of the Thousand-Handed and Thousand-Eyed Bodhisattva and the brightly coloured temples create a setting that feels unfamiliar to foreign tourists yet deeply rooted in Vietnamese tradition. The park is not merely a place of entertainment, but a living narrative where culture moves beyond museum walls into everyday life.

Northern Vietnam braces for brief cold snap before early heatwave

Northern Vietnam is expected to experience a brief spell of weak cold air before entering its first heatwave of the season toward the end of March.

According to the National Center for Hydro-Meteorological Forecasting, the current wind convergence zone is weakening rapidly, leading to a reduction in thunderstorms across the northern mountainous region, with risks of tornadoes, lightning, and hail no longer significant.

In the coming days, sunshine and rising temperatures will dominate weather conditions across the North. Around March 27-28, a weak eastward-shifting cold air mass will cause temperatures to drop slightly by about 1 degree Celsius, though the impact will be barely noticeable.

However, between March 28 and 29, scattered showers and thunderstorms are expected in northern mountainous areas.

Notably, from Monday next week (March 30), the strong influence of a western low-pressure zone will trigger localized early-season heat in the northwestern region and western areas from Thanh Hoa to Hue, with temperatures ranging from 35 to 37 degrees Celsius.

By March 31, this low-pressure system is forecast to intensify, expanding the heatwave across the northern plains and north-central region. Daytime temperatures are expected to reach 34-35 degrees Celsius, with some areas possibly exceeding this level.

Meteorologists note that due to the transitional period between seasons, northern Vietnam will continue to experience significant day-night temperature differences, sometimes reaching nearly 10 degrees Celsius, VNN reported.

In Hanoi, temperatures on March 30-31 are expected to range from a mild 24 degrees Celsius in the early morning to a sharp increase during midday and early afternoon, with highs of 33-34 degrees Celsius creating a distinctly hot sensation.

Earlier forecasts indicated that from now until mid-April, cold air activity will remain weak while compressing low-pressure troughs over southern China, potentially causing intermittent thunderstorms accompanied by dangerous conditions such as lightning and strong gusts in northern regions.

From now until the end of March, heat will persist in the southeastern region. Moving into April, the intensity of heat is expected to increase and expand to the Mekong Delta and parts of the Central Highlands.

Localized heat may also appear in the northwestern region and western mountainous areas of the north-central region starting in late March.
