Vietnam - Fukushima (Japan) Relations Substantially Developed Through People-to-people Exchange

On October 20 in Hanoi, Permanent Vice President of the Vietnam - Japan Friendship Association Bui Khac Son received a delegation from the Japan - Vietnam Friendship Association of Fukushima Prefecture led by flute artist Shakuhachi Tachibana Saburo. The two sides discussed measures to enhance people-to-people exchanges, cooperation in culture, health, agriculture and other areas of mutual interest, contributing to strengthening the friendly relations between Vietnam and Japan.

Bui Khac Son welcomed the delegation to visit Vietnam and organize people-to-people exchange activities. He highly appreciated the Japan-Vietnam Friendship Association of Fukushima Prefecture's persistent contributions to the friendship between the two countries, especially the support for the Vietnamese people during the difficult periods in the past.

Bui Khac Son gave an overview of the organization and activities of theVietnam - Japan Friendship Association. He said that over the past time, the Association has coordinated to organize meaningful activities such as the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan. They have also coordinated with the Vietnam - Japan Friendship Parliamentarians Group and the Embassy of Japan in Vietnam to implement many people-to-people exchange programs.

It is expected that at the end of November 2025, the Vietnam - Japan Friendship Association will organize a delegation to visit and work in Japan. They looks to continue to cooperate closely with the Japan - Vietnam Friendship Association of Fukushima Prefecture in exchange activities, connecting businesses and enhancing understanding between the people of the two countries.

Vice President of the Vietnam-Japan Friendship Association Nguyen Phu Binh affirmed that the Vietnam-Japan relationship is currently at its most flourishing stage, with the two countries trusting and considering each other as close friends. Japan has always shared and supported Vietnam in human resource training, institutional innovation, infrastructure development and towards sustainable growth.

During his time as Vietnamese Ambassador to Japan (2008-2011), he visited Fukushima before and after the 2011 earthquake and tsunami disaster, through which he deeply felt the resilient spirit, the will to overcome difficulties and the extraordinary determination of the Japanese people, especially Fukushima. Despite the losses, the people of Fukushima maintain their sentiment for Vietnam, demonstrated through exchange activities, cooperation and practical support.

Nguyen Phu Binh expressed his hope that the relations between Fukushima and Vietnam and between the two Associations will develop firmly. He affirmed that the Vietnam - Japan Friendship Association will increase practical activities, contributing to consolidating the friendly relationship between the two sides.

At the reception, Tachibana Saburo shared that earlier that morning, the delegation had participated in the Vietnam – Japan Cultural Exchange and Meeting program at Oriental University. During the event, he performed on the Shakuhachi. a traditional Japanese flute, and engaged with Vietnamese students. He expressed a strong desire to continue fostering cultural exchange, including organizing homestay programs for Japanese language learners and expanding people-to-people exchange initiatives in the future.

Members of the delegation were deeply moved by the close ties between the peoples of both countries. They especially appreciated the support extended by the Vietnamese people to Japan, particularly to Fukushima Prefecture, following the 2011 earthquake and tsunami. Several participants proposed continuing cultural exchange efforts and expanding cooperation in areas such as agriculture, clean water, environmental protection, medical support, and community connectivity.
