King of Bhutan highlights Vietnam’s regional role, pledges closer cooperation

State President Luong Cuong held talks with King Jigme Khesar Namgyel Wangchuck of Bhutan on the morning of August 19, following a solemn state welcome ceremony at the Presidential Palace in Hanoi.

In an atmosphere of openness, sincerity, trust, and mutual understanding, President Luong Cuong warmly welcomed the King on his first official visit to Vietnam. He underlined the special significance of the first-ever visit to Vietnam by a Bhutanese head of state since the two countries established diplomatic ties in January 2012, coinciding with the 80th anniversary of the August Revolution and National Day, marking a new chapter in bilateral ties.

The Vietnamese State leader congratulated Bhutan on its sustainable development achievements under the King’s wise leadership, and hailed the country’s unique development model based on Gross National Happiness, which balances people, nature, culture, and well-being, placing human beings at the center of development while preserving cultural identity and protecting the environment.

King Jigme Khesar Namgyel Wangchuck expressed his sincere gratitude for the warm and respectful welcome extended by the Party, State, and people of Vietnam to himself, the Queen, and his delegation.

The King said he was delighted to make his first visit to Vietnam, a country whose people are admired in Bhutan for their respect for President Ho Chi Minh and their remarkable achievements over the past 80 years in national independence and development. He voiced his confidence that Vietnam will successfully achieve its sustainable development goals, while expressing interest in studying Vietnam’s governance model and economic development experience.

The King affirmed Bhutan’s appreciation of Vietnam’s role and position in the Asia-Pacific region and expressed his wish to enhance cooperation in areas of mutual strength and potential, for the benefit of the two peoples and for peace, stability, cooperation, and prosperity in the region and the world, cited VOV.

Host and guest agreed that Vietnam–Bhutan relations are nurtured by warm friendship, shared spiritual values, and a common vision of sustainable development. On that basis, both sides concurred on strengthening mutual trust and understanding, promoting regular exchanges of high-level and all-level visits, and expediting the signing of cooperation agreements to provide a favorable framework for concrete projects and activities.

Recognizing the huge potential for economic, trade, and investment cooperation, the two leaders consented to encourage government agencies, ministries, and businesses to expand co-operation, facilitate greater market access for each other’s strong products, diversify supply chains, and strive to multiply bilateral trade in the coming years.

They also underscored the importance of enhancing cooperation in agriculture, science and technology, innovation, education, training, culture, and the arts; encouraging airlines of both countries to explore the early opening of direct flights to promote cultural, religious, tourism, and people-to-people exchanges; sharing experience in preserving national cultural heritage; and expanding co-operation in emerging areas geared toward sustainable development to improve the material and spiritual well-being of their peoples.

In the context of complex global and regional developments, the leaders welcomed the fact that the two countries share many common views at international forums, particularly on sustainable development, climate change response, nature conservation, and peacekeeping. They emphasized continued coordination and mutual support at international and regional organizations, especially the United Nations, the Non-Aligned Movement, and on issues of shared concern.

President Luong Cuong welcomed Bhutan’s wish to broaden substantive cooperation and affirmed Vietnam’s readiness to facilitate stronger connections with Southeast Asian countries and ASEAN.

Following the talks, President Luong Cuong and King Jigme Khesar Namgyel Wangchuck witnessed the signing of two cooperation documents, consisting of a framework cooperation agreement between the two governments and an agreement on aviation cooperation.

Vietnam, RoK law enforcement agencies step up cooperation

Minister of Public Security General Luong Tam Quang received Shin Jung Hoon, Chairman of the Public Administration and Security Committee of the National Assembly of the Republic of Korea (RoK), in Hanoi on August 19, discussing measures to boost cooperation between the two countries, particularly in law enforcement.

Minister Quang welcomed the committee’s delegation to visit the ministry on the occasion of the 80th anniversary of the Traditional Day of the People’s Public Security Force (August 19, 1945 – 2025).

The minister underlined that the recent state visit to the RoK by Party General Secretary To Lam and his spouse, accompanied by a high-level Vietnamese delegation from August 13-18, had been a great success, ushering in a new stage of bilateral relations. Both leaders reaffirmed that Vietnam and the RoK are each other’s top partners across all fields, with security cooperation forming a key pillar of their comprehensive strategic partnership.

During the visit, Quang held productive discussions with leaders of Korean law enforcement bodies, including the National Police Agency and the Korea Coast Guard. The two sides agreed to implement cooperation more substantively through mechanisms such as the strategic security dialogue and the deputy minister-level police cooperation conference. Areas of focus will include strategic information sharing, joint efforts against transnational crime and non-traditional security threats, capacity building, and dissemination of legal information to citizens of both nations to minimize violations, according to VNA.

Quang thanked Shin and the Public Administration and Security Committee for enabling Korean law enforcement agencies to assist Vietnam’s Ministry of Public Security with various projects and equipment. Among these is the forensic science capacity building project worth 14 million USD, which has been implemented since 2017.

He stressed that amid complex global developments and emerging security challenges, Vietnam and the RoK must continue to consolidate political trust and deepen cooperation across diplomacy, security-defense, economy, science-technology, labour, health, and education. Strengthening parliamentary exchanges and mutual support at regional and international forums will also contribute to advancing the comprehensive strategic partnership.

Quang said he believes that Shin, with his role and influence, will continue to actively promote cooperation between RoK law enforcement agencies and Vietnam’s Ministry of Public Security, ensuring that the partnership grows more effective and practical in the new period.

For his part, the Korean guest expressed his honor to visit Vietnam on the 80th anniversary of the People’s Public Security Force, affirming that the RoK National Assembly, including his committee, will continue to back and foster law enforcement cooperation with Vietnam, thereby reinforcing the comprehensive strategic partnership between the two countries.

Vietnamese Navy pledges closer ASEAN cooperation for maritime security

At the 19th ASEAN Navy Chiefs' Meeting (ANCM-19), Vice Admiral Tran Thanh Nghiem has reaffirmed Vietnam’s commitment to close cooperation with ASEAN navies to maintain peace, stability, and maritime security in the East Sea.

On August 19, the 19th ASEAN Navy Chiefs' Meeting (ANCM-19), themed Strengthening ASEAN Naval Unity-Integrating Innovation and Technology to Enhance Maritime Security, took place in Penang, Malaysia. Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee, member of the Central Military Commission, and Commander of the Vietnam People’s Navy, delivered a speech at the meeting.

Vice Admiral Tran Thanh Nghiem emphasized that ASEAN navies need to enhance ASEAN’s central role by building a common understanding of maritime security threats, stepping up cooperation, and proposing effective response measures for the shared interests of member states.

He also highlighted the importance of deepening mutual understanding and trust through responsible participation in bilateral and multilateral activities within the ANCM framework and other established mechanisms, such as the ASEAN Defense Ministers’ Meeting (ADMM) and ADMM-Plus (ADMM+), according to VOV.

He called on ASEAN navies to intensify regional maritime information sharing and improve coordination protocols for maritime operations. Vice Admiral Tran Thanh Nghiem stressed that disputes and disagreements at sea should be resolved peacefully, respecting the independence, sovereignty, and legitimate interests of all nations; adhering to international law, including UNCLOS 1982; implementing the Declaration on the Conduct of Parties in the East Sea (DOC); and working toward an effective, substantive, and internationally compliant Code of Conduct in the East Sea (COC).

He affirmed that the Vietnam People’s Navy remains committed to close cooperation with ASEAN navies to respond to maritime security challenges, contributing to a peaceful, stable, and prosperous regional sea.

ANCM-19, hosted by the Royal Malaysian Navy, is designed to step up maritime cooperation and trust. The conference brought together naval commanders and delegations from ten ASEAN countries, totaling 88 delegates. Timor Leste participated for the first time as an observer.

ANCM coincided with the ASEAN Naval Fleet Review (August 21) and the 3rd ASEAN Multilateral Naval Exercise (AMNEX 3) from August 15-22, involving ten ASEAN naval vessels and 1,350 officers and servicemen.

The Vietnam People’s Navy deployed the 016 Quang Trung ship and a task force led by Colonel Nguyen Vinh Nam, Deputy Commander of Naval Region 4, to participate in AMNEX 3.

Vietnam's National Day - Turning point of whole Indochina: Argentine politician

The birth of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) on September 2, 1945 was a turning point not only for Vietnam but also for the whole of Indochina, stated Jorge Kreyness, General Secretary of the Communist Party of Argentina.

In an interview with the Vietnam News Agency (VNA)’s correspondent in Buenos Aires on the occasion of Vietnam’s 80th anniversary of the August Revolution ( August 19, 1945 – 2025) and the National Day (September 2, 1945 – 2025), Kreyness highlighted the historic significance of the event and Vietnam’s achievements 50 years after national reunification (April 30, 1975 – 2025).

He recalled that in the wake of the defeat of fascism and amid surging struggles for national independence, President Ho Chi Minh and the Communist Party of Vietnam seized the moment to establish the first democratic people’s state in Southeast Asia.

It was a monumental victory of Vietnam’s revolutionary forces under the leadership of President Ho Chi Minh, he said. From then on, the Vietnamese people embarked on a long journey - moving from war to reunification, from poverty to development, and towards building socialism, the Communist Party of Argentina leader stressed.

On the international stage, Kreyness emphasised that the August Revolution and the founding of the Democratic Republic of Vietnam had global significance. Vietnam’s example inspired national liberation movements across Asia, Africa and Latin America, contributed to forming the Non-Aligned Movement, and bolstered global struggles against imperialism, he said.

He underscored that Vietnam’s success stemmed from national unity, courage, and the wise leadership of the Communist Party of Vietnam and President Ho Chi Minh, reported VNA.

President Ho Chi Minh built an all-nation front for independence, charting a clear revolutionary path for the whole nation to stand up and fight, he said.

Reflecting on Vietnam’s nearly four decades of Doi Moi (Renewal), Kreyness affirmed that the country has undergone profound transformation.

Once suffering food shortages, Vietnam has become a major exporter and a fast-developing economy, while firmly upholding its socialist orientation, he noted. In a rapidly changing world, Vietnam has seized opportunities to advance. Finding a sustainable development path is a great success of the Communist Party of Vietnam, he stressed.

On bilateral ties, Kreyness highlighted the steady growth of Argentina–Vietnam relations, with two-way trade reaching billions of USD, demonstrating dynamism and the long-term prospects of cooperation between the two countries.

Tropical depression triggers severe weather across northern Vietnam

A tropical depression has made landfall in Quang Ninh with wind gusts reaching level 8, bringing widespread heavy rains to northern Vietnam. Some areas are expected to see rainfall of more than 250mm, especially in the Northeast and Thanh Hoa.

According to Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, as of 6 a.m. on August 19, the tropical depression’s center was located over Quang Ninh Province with maximum sustained winds of level 6 (39-49 km/h) and gusts up to level 8. The system is moving northwest at around 15 km/h and is forecast to weaken as it approaches the Vietnam-China border later today.

The tropical depression has caused strong winds at several monitoring stations: level 6 with gusts up to level 9 in Quang Ha, level 6 with gusts 7 in Bach Long Vi, level 6 with gusts 8 in Co To, and level 6 in Cua Ong, VNN reported.

In the northern part of the Gulf of Tonkin, including Bach Long Vi, Cat Hai, Co To, and Van Don, showers and thunderstorms continue with winds at level 6, gusting to 8, and waves of 2-3.5 meters, making seas rough. Coastal areas of Quang Ninh and Hai Phong are also experiencing strong winds.

From 7 p.m. on August 18 to 3 a.m. this morning, several stations recorded significant rainfall: 137.4mm in Quang Ha (Quang Ninh) and 93.7mm in Tan Phong (Hai Phong). Forecasts indicate that from early morning to late evening today, the Northeast and Thanh Hoa will continue to see moderate to heavy rain, averaging 40-100mm, with some locations exceeding 250mm.

The Northwest is also expected to see scattered showers and thunderstorms, with localized heavy rainfall of 15-30mm and some areas surpassing 80mm.

Meteorologists warn of intense rainfall exceeding 100mm in three hours in certain locations. Heavy downpours may cause flooding in low-lying and urban areas, flash floods in small rivers and streams, and landslides on steep slopes.

From August 20, rainfall across the affected regions is expected to gradually ease. However, thunderstorms may still bring lightning, hail, and strong gusts in some areas.
