Vietnam, Norway Boost Cooperation in Combating Crime

On September 24, 2025, in Oslo, the capital of Norway, a high-ranking delegation of the Ministry of Public Security of Vietnam, led by General Luong Tam Quang, Politburo member and Minister of Public Security, held talks with Astri Aas-Hansen, Norway’s Minister of Justice and Public Security.

At the talks, both sides agreed that since the establishment of diplomatic relations in 1971, the friendship between Vietnam and Norway has made significant and positive progress.

Vietnam is Norway’s second-largest trading partner in ASEAN, with two-way trade exceeding USD 450 million. Norwegian seafood exports to Vietnam alone accounted for over USD 250 million, marking a 16 percent increase.

Norway currently has 56 direct investment projects in Vietnam, focusing on sectors where both countries hold advantages, such as renewable energy, shipbuilding, and aquaculture. With a total registered capital of nearly USD 200 million, Norway ranks 40th out of 149 countries and territories investing in Vietnam.

Norway also has strengths in areas that Vietnam seeks to develop, including maritime industries, shipbuilding, the marine economy, offshore wind power, aquaculture, clean and renewable energy, the green economy, as well as science, technology, and innovation. Both countries see ample potential for cooperation.

During the meeting, Minister Luong Tam Quang proposed that the two sides step up delegation exchanges at all levels and expand cooperation in new areas where Norway has advantages and Vietnam has demand, such as port infrastructure, renewable energy, digital transformation, science, technology and innovation, agriculture, and fisheries. He also suggested that Vietnam and Norway continue to coordinate and support each other at multilateral forums and international organizations, particularly within the United Nations.

In the field of law enforcement cooperation, the two sides agreed to promote delegation exchanges to share information and experience in combating crime, as well as to coordinate and support each other at multilateral forums and international organizations in which both participate. They also agreed to work together in investigating transnational cases, pursuing internationally wanted fugitives, and enhancing capacity-building for officers in crime prevention, search and rescue operations. In addition, the two sides will continue to organize peacekeeping training courses for Vietnamese Ministry of Public Security officers at the Norwegian Institute of International Affairs.

On the same day, Minister Luong Tam Quang met with Lars Erik Alfheim, Deputy Permanent Commissioner of the Norwegian National Police, to discuss and promote bilateral police cooperation in combating crime.

On the same day, the delegation of the Ministry of Public Security also visited the Norwegian Police University College, where they were welcomed by Deputy Rector Kjell Eirik Mortensen, who introduced the institution.

The two sides agreed to strengthen cooperation in capacity building among training institutions, including joint training and model development for United Nations peacekeeping forces. They also discussed exchanging lecturers and students for study and practical experience sharing, while exploring the possibility of signing a cooperation document between the Norwegian Police University College and training institutions under Vietnam’s Ministry of Public Security.
