Vietnamese Proficiency Test Held in Japan Under National Standards

The event was attended by Nguyen Truong Son, Consul General of Vietnam in Osaka; Prof. Dr. Huynh Van Chuong, Director General of the Department of Quality Management under the Ministry of Education and Training; Assoc. Prof. Dr. Nguyen Duc Son, Rector of Hanoi National University of Education; along with representatives from educational institutions, associations, and the Vietnamese community in Japan.
Speaking at the event, Consul General Nguyen Truong Son emphasized that the Vietnamese language serves as a cultural bridge connecting overseas Vietnamese communities with their homeland. According to him, organizing the test under national standards in Japan will help create a more structured learning environment, support the standardization of Vietnamese language teaching, and strengthen awareness of preserving the mother tongue among younger generations of overseas Vietnamese.

Representing the Ministry of Education and Training, Prof. Dr. Huynh Van Chuong described the initiative as a pioneering step in bringing Vietnam’s Vietnamese language proficiency assessment system to the international stage. He said Vietnam now has the legal framework necessary to implement Vietnamese language testing activities abroad under a unified standards system, thereby enhancing the status of the Vietnamese language in academic and international exchange environments.
According to the organizing committee, the test is designed for various groups, including pupils, university students, second-generation Vietnamese living in Japan, and foreigners interested in studying or researching the Vietnamese language. Hanoi National University of Education has been assigned responsibility for academic management, test administration, and certificate issuance in accordance with regulations from the Ministry of Education and Training.

As part of the event, the decision establishing the Vietnamese Proficiency Examination Council in Japan was presented to Le Thuong, President of the Kansai Vietnamese Association and Director of the Vietnam Studies Center in Japan. The establishment of the council is expected to lay the groundwork for the test to be held regularly and gradually develop an overseas Vietnamese language testing network.
Many education experts believe that Japan becoming the first country to host Vietnam’s national Vietnamese proficiency test reflects the growing demand for learning Vietnamese there, while also creating new opportunities to strengthen cultural and educational exchanges between Vietnam and Japan in the new phase.
