Vietnam’s Ministry of Public Security and International Partners Join Hands to Build Safe and Humane Cyberspace

Vietnam and Mozambique Strengthen Cooperation in Combating Transnational Crime
During his meeting with Paulo Chachine, Minister of Interior of the Republic of Mozambique, Minister Luong Tam Quang emphasized that the Mozambican delegation’s attendance demonstrates the country’s sense of responsibility and determination to join the international community in combating cybercrime. It also serves as vivid evidence of the friendly and trustworthy relationship between the two nations.
Both sides highly valued the outcomes of their cooperation in recent years, particularly since the signing of the Extradition Treaty and the Treaty on the Transfer of Sentenced Persons in 2019. Minister Luong Tam Quang proposed that both sides continue to effectively implement these agreements; enhance information exchange; and strengthen coordination in investigating transnational crimes, drug trafficking, terrorism, human trafficking, and high-tech crime.
The two ministers also agreed to broaden cooperation in cybersecurity, leveraging the mechanisms of the Hanoi Convention to facilitate the exchange of electronic evidence, technical assistance, and international investigations. Minister Paulo Chachine affirmed that Mozambique highly values its cooperation with Vietnam and believes that relations between the two ministries will become increasingly substantive and effective.

Vietnam and Azerbaijan Sign Security Cooperation Agreement
During his meeting with Ali Naghiyev, Director of the National Security Service of the Republic of Azerbaijan, Minister Luong Tam Quang reaffirmed that Vietnam always attaches great importance to its strategic partnership with Azerbaijan, particularly following the visit and agreements reached in May 2025 in Baku.
Both sides agreed to continue effectively implementing the signed cooperation agreements to contribute to ensuring national security in each country; to promote delegation exchanges at all levels; to enhance information and experience sharing; and to establish bilateral communication channels among relevant agencies for the prevention and combat of transnational crime, international terrorism, drug trafficking, high-tech crime, human trafficking, illegal immigration, and other forms of criminal activity.
They also agreed to strengthen training cooperation to improve professional capacity for law enforcement officers, and to support each other’s positions and policies on international issues of mutual concern at regional and global forums.
Immediately after the meeting, Minister Luong Tam Quang and Ali Naghiyev signed a Security Cooperation Agreement between the Ministry of Public Security of Vietnam and the National Security Service of Azerbaijan. Minister Luong Tam Quang emphasized that, together with the signing of the Hanoi Convention, this bilateral agreement would serve as an important legal foundation, facilitating stronger coordination in information sharing, investigation, and crime prevention to safeguard the national security of both countries.

Vietnam and Iran: Toward Cybersecurity Cooperation and Technology Transfer
In his meeting with Vahid Jalalzadeh, Deputy Minister of Foreign Affairs of Iran in charge of Consular, Parliamentary, and Diaspora Affairs, Minister Luong Tam Quang affirmed that, building on more than half a century of friendship, the two countries have consistently maintained strong cooperation in politics, economy, science and technology, defense, and security.
The Minister proposed that Iran strengthen cooperation in combating transnational crime, including cybercrime; and promote collaboration in security industry development and technology transfer, especially in producing equipment and technical tools to support efforts in safeguarding national security and maintaining social order and safety.
Deputy Minister Jalalzadeh expressed his belief that the Hanoi Convention would open a new framework for cooperation—grounded in the values of respect for international law, equality in dialogue, sustainable and humane development—creating new opportunities and channels for international collaboration in combating cybercrime. He affirmed that, in this process, Iran wishes to accompany Vietnam and other international partners to turn today’s commitments into concrete and effective actions in the future.
Strengthening Legal and Security Cooperation Between Vietnam and South Africa
During his meeting with Mmamiloko T. Kubayi, Minister of Justice and Constitutional Development of the Republic of South Africa, Minister Luong Tam Quang emphasized that the friendship between Vietnam and South Africa has been growing increasingly strong across multiple areas, including politics, economy, society, security and defense, education, and law.
Vietnam and South Africa have maintained numerous effective channels of cooperation, particularly through the International Criminal Police Organization (INTERPOL) and other international forums. The two sides have coordinated in handling several cases related to environmental crimes and the illegal trade and transportation of endangered wildlife species - an area in which both ministries see great potential for further cooperation in the coming time.
Both sides are also actively working toward the early signing of key legal cooperation instruments, including an Extradition Treaty, a Treaty on the Transfer of Sentenced Persons, an Agreement on Crime Prevention and Control, and a Memorandum of Understanding on Combating the Illegal Trade and Transportation of Wildlife.
At the meeting, the two ministers agreed to accelerate the completion and signing of these cooperation agreements to establish a legal framework for judicial and law enforcement collaboration between the two countries. They also agreed to enhance information and experience sharing in criminal investigation, pursuit, and extradition, particularly regarding transnational crime, cybercrime, terrorism, drug trafficking, and human trafficking.
The two sides further concurred on expanding training and personnel exchange programs among law enforcement agencies to strengthen capacity in responding to high-tech and cyber-enabled crimes. They also agreed to coordinate and support each other’s initiatives at international forums, especially in the implementation of the Hanoi Convention, thereby contributing to reinforcing the role and voice of developing countries in shaping global cybersecurity governance.
