Coordinating to Effectively Implement the Peak Campaign Against IUU Fishing

In recent times, with close coordination between Coast Guard Region 2 Command and local departments and agencies, the implementation of the peak campaign to combat, prevent, and put an end to violations by fishing vessels engaged in illegal, unreported, and unregulated (IUU) fishing has achieved positive results.

The peak campaign was carried out from October 15 to December 2, 2025, with close coordination between Coast Guard Region 2 Command and local authorities, the Police, the Military Command of the provinces and cities of Quang Tri, Quang Ngai, Gia Lai, Da Nang, and Coast Guard Squadron 48 under the Border Guard. Units and localities developed and implemented plans to launch a determined and intensive peak campaign aimed at preventing and ending IUU violations by fishing vessels. They also directed their affiliated agencies and units to prepare specialized plans and thoroughly disseminate and instill determination among 100% of officers and soldiers.

During the peak campaign, Coast Guard Region 2 conducted 247 direct communication and legal dissemination sessions on combating IUU fishing for thousands of residents, vessel owners, and fishermen. These included 43 sessions for 2,688 residents, 22 sessions for 106 households with 248 residents, and 182 sessions for 154 fishing boats with 613 fishermen.

The unit also closely coordinated with the Propaganda and Mass Mobilization Commissions of the Party Committees of Quang Tri, Hue, Quang Ngai, Gia Lai, Da Nang, as well as central and local press agencies, to intensify communication on IUU and on the activities carried out by Coast Guard Region 2 in the mission to prevent IUU fishing. They distributed 180 gift packages (worth a total of 65 million VND), 777 national flags, 20 life jackets, along with various handbooks and leaflets to encourage people to comply with the law while at sea. They reached and disseminated legal information to 399 Viet Nam fishing vessels with 3,123 crew members.

In parallel, Coast Guard Region 2 deployed 23 vessels and boats of various types to carry out patrol, inspection, and control missions in assigned areas. As a result, they inspected 306 fishing vessels operating at sea, imposed administrative penalties on 87 vessels for violations of fisheries regulations, detained two vessels for serious IUU violations, and seized two additional vessels showing signs of legal violations, which were transferred to competent authorities for handling according to regulations.

To draw lessons from the recent peak campaign and to identify tasks and solutions for the time ahead, on the afternoon of December 3, in Nui Thanh Commune (Da Nang City), Coast Guard Region 2 Command held a conference to review the peak campaign to combat, prevent, and end IUU violations by fishing vessels.

Alongside the achievements, the conference also pointed out difficulties, shortcomings, limitations, and their causes, while identifying missions and solutions for the coming period. Accordingly, to enhance the effectiveness of upcoming peak campaigns, the Steering Committee will continue to thoroughly disseminate and strictly implement urgent tasks and measures for peak campaigns against IUU fishing, with a focus on completely ending IUU violations before the European Commission (EC) conducts its fifth inspection.

Regular coordination with the Border Guard, provincial and city Fisheries–Sea and Island Sub-Departments will be strengthened to inspect and control vessels entering and leaving ports. Communication, dissemination, and legal education efforts will be intensified to raise awareness among residents, vessel owners, fishermen, port authorities, facility owners, and seafood purchasing enterprises, ensuring compliance with Party guidelines, State laws, and regulations on preventing IUU fishing, as well as responsibilities for safeguarding sovereignty, sovereign rights, and security and order in the seas and islands of the nation.
