During the working program, the delegation inspected IUU prevention activities at Tinh Ky and Tinh Hoa fishing ports; reviewed the management of fishing vessels not meeting conditions for marine fishing operations in An Phu, Tinh Khe and Dong Son communes; and examined the management and control of people and vehicles entering and exiting the maritime border area at border guard posts and stations under the Quang Ngai Provincial Border Guard Command. The delegation also checked the establishment of case files and the handling of administrative violations involving fishing vessels crossing boundaries and losing vessel monitoring system connectivity at sea.

After the on-site inspection and listening to reports from representatives of Quang Ngai province, Colonel Bui Yen Tinh commended the locality and functional forces for thoroughly grasping and seriously implementing directives issued by the Government, the Ministry of National Defense, the Ministry’s Steering Committee, and the Border Guard High Command on combating IUU fishing. The province has organized peak inspection and control campaigns at sea, established specialized task forces, and closely coordinated to implement comprehensive solutions for communication and outreach, mobilizing fishers to strictly comply with legal regulations, with a focus on vessel owners, captains and maritime workers to prevent and minimize violations.
According to reports, inspection, control and management of fishing vessels entering and leaving ports have been carried out at 100%, with complete documentation in accordance with regulations, and no cases of missing data fields. Local fishing vessel data have been cleaned, standardized and shared. As of the inspection, nearly 5,000 fishing vessels had been synchronized on the VNFishBase system; there were no longer any “three-no” vessels; and the installation rate of vessel monitoring system (VMS) equipment for vessels subject to mandatory installation reached 100%.
The Quang Ngai Provincial Border Guard Command proactively coordinated to fully prepare documentation for the inspection; officers and soldiers at border control stations proficiently operated the fishing vessel management and monitoring systems, grasped data accurately, and provided clear information. Border guard forces have strictly maintained control and close management of fishing vessels operating at sea, while strengthening patrols and inspections to protect sovereignty in conjunction with IUU prevention tasks.
Concluding the working session, Colonel Bui Yen Tinh requested Quang Ngai province to continue tightening discipline and strictly maintaining policies and measures to combat IUU fishing in the area. From now until the European Commission (EC) inspection mission, the locality needs to closely and uniformly manage fishing vessels that do not meet conditions for marine fishing operations, and to link and effectively operate the fishing vessel management and control software already deployed, contributing to national efforts to remove the IUU “yellow card.”
