Each Vietnamese Citizen to Receive VND 100,000 to Celebrate National Day

The information was mentioned in official letters to the Ministers of Public Security, Finance, Culture, Sports and Tourism; Governor of the State Bank of Vietnam; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency; Secretaries of Provincial and Municipal Party Committees; Chairmen of People's Committees of centrally-run provinces and cities.

In the jubilant atmosphere as the nation celebrates the 80th anniversary of the August Revolution and Independence Day, and to further demonstrate the Party and State’s deep concern for all citizens, under the direction of General Secretary To Lam, the Government Party Committee has submitted to the Politburo a proposal to organize the distribution of gifts to the people.

According to Official Dispatch No. 17129-CV/VPTW dated August 28, 2025, issued by the Party Central Committee's Office, the Politburo has approved the policy of giving gifts to the people in celebration of the 80th anniversary of the August Revolution and Independence Day, September 2.

To promptly implement the Politburo’s directive, the Prime Minister has requested the following:

The Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security, and the People's Committees of provinces and centrally-run cities, within their assigned functions and tasks and based on the Politburo’s directive in Official Dispatch No. 17129-CV/VPTW, must coordinate closely and immediately review the list of gift recipients. They are to ensure the timely transfer of gifts, either via bank transfer or direct delivery, so that distribution is completed before the Independence Day, September 2, 2025.

Gift value: VND 100,000 per person, for all citizens to celebrate Independence Day.

The Ministry of Finance shall lead and coordinate with relevant agencies to urgently report to competent authorities for a decision before August 29, 2025, regarding the arrangement of appropriate funding sources, ensuring balance in the state budget.

The State Bank of Vietnam shall instruct relevant units and commercial banks, especially those where the State Treasury holds accounts, to ensure the payment and cash systems operate smoothly and efficiently, guaranteeing timely gift distribution without omissions or duplication.

The People's Committees of provinces and centrally-run cities shall direct relevant local agencies and units to work closely with the Ministry of Public Security, the Ministry of Finance, and the State Bank of Vietnam to organize the safe and timely delivery of gifts, ensuring progress as required.

The Ministry of Culture, Sports and Tourism, Vietnam Television, Voice of Vietnam, and Vietnam News Agency, within their assigned functions and tasks, shall carry out communication efforts to promote the Party and State’s policies, fostering a spirit of excitement and unity among the people as they celebrate the 80th anniversary of the August Revolution and Independence Day, September 2.

The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch, and report to competent authorities on any matters beyond its jurisdiction.
