Election to National Assembly and People’s Councils: Significant Event Strengthening Power of Vietnamese People

The election to the National Assembly and People’s Councils at all levels for the 2026-2031 term in Vietnam is an important event aimed at affirming and reinforcing the power of the Vietnamese people, as well as implementing the tasks approved at the 14th National Congress of the Communist Party of Vietnam.
This assessment was made by Cuban political scientist Luis Manuel Arce Isaac in an interview with a correspondent of the Vietnam News Agency in Havana.
Emphasizing the significance of the event, the Cuban expert stated that since national reunification, Vietnam has made unceasing efforts to honor and consolidate the people’s power.
This power is expressed in a comprehensive and continuous manner, not limited to representative democracy, but also realized through governance bodies across all three branches of government, including the legislative branch responsible for building and operating the institutional framework of the nation.
According to Luis Manuel Arce Isaac, the decision to accelerate the election schedule was not arbitrary but carefully considered, stemming from the country’s key development objectives, which are being progressively and successfully implemented, enabling Vietnam to overcome challenges on its path toward prosperity.
He observed that one of the most notable aspects is that the elections take place immediately following the 14th Congress, which has outlined a roadmap for the country’s economic, social, cultural, and political projects over the next five years and beyond, at a time when rapid global changes are expected to impact Vietnam as it enters a new era.
In this context, the elected deputies to the National Assembly and People’s Councils at all levels will play a crucial role in advancing the decisive development agenda set forth by the Communist Party of Vietnam at the 14th Congress, aiming to transform the country into a high-income developing nation and eventually a developed country through sustained high growth and enhanced competitiveness.

Luis Manuel Arce Isaac expressed confidence that, through their work and dedication, National Assembly deputies will promote resolutions on institutional advancement, contributing to the reform of lawmaking and law enforcement, and further developing a legal system that is democratic, fair, unified, transparent, and feasible, in line with the aspirations of the Vietnamese people.
He stressed that deputies must carry out legislative work with accuracy, transparency, and creativity, in coordination with other administrative bodies to harness productive capacity, mobilize all development resources, ensure business freedom, property rights, and equality among enterprises, while recognizing the private sector as “an important driving force” of the national economy, as defined by the 14th Congress.
According to Luis Manuel Arce Isaac, Vietnam has the full potential not only to be an “observer” but also a key actor in the current era of transformation, while promoting parliamentary diplomacy to contribute to the comprehensive development of the country and other nations worldwide.
Parliamentary diplomacy plays an important role in consolidating and strengthening the special solidarity and friendship between Vietnam and Cuba, a relationship founded by President Ho Chi Minh and Commander-in-Chief Fidel Castro, and nurtured by generations of leaders and people of both countries.
