Under the decision, the Lai Chau Provincial People's Committee is responsible for proactively balancing the local budget and combining central government assistance with other lawful financial resources to promptly address the consequences of the disaster in accordance with regulations.

The province is required to manage and use the additional funding in a transparent and accountable manner, ensuring that it is allocated for the intended purposes and beneficiaries while complying with the Law on the State Budget and other relevant regulations. Measures must also be taken to prevent losses, waste, and misconduct. The results of the fund's utilization must be reported to the Ministry of Finance, the Ministry of Agriculture and Environment, and relevant agencies for consolidation and submission to the Prime Minister.

On the same day, the Lai Chau Provincial People's Committee submitted a report on the disaster situation in the province and requested that the Prime Minister consider providing VND 500 billion in assistance, including an urgent allocation of VND 300 billion from the 2026 central budget contingency fund.

The proposed funding would prioritize support for households whose homes were damaged, facilitate resettlement and livelihood stabilization, and urgently restore transportation infrastructure, irrigation systems, domestic water supply, schools, healthcare facilities, and other essential infrastructure. The province also proposed allocating resources to restore agricultural production, address areas at risk of landslides and flash floods, and safeguard the lives and property of local residents.

According to the Lai Chau Provincial People's Committee, from the beginning of the year through mid-July 2026, consecutive natural disasters caused an estimated VND 550 billion in damage across the province. Meanwhile, a rapid report by the Department of Dyke Management and Natural Disaster Prevention and Control under the Ministry of Agriculture and Environment estimated that, as of 3:00 p.m. on July 20, damage caused by the prolonged heavy rains and flooding alone had reached approximately VND 270 billion.

Notably, a flash flood that struck Muong Than Commune on the morning of July 17 left six people dead, two missing, and eight injured. Approximately 200 households were damaged or affected, including 24 that lost their homes entirely, 20 whose houses were damaged beyond repair, and 156 located directly within the flash flood zone that had to be relocated to safer areas.

Heavy rainfall in several localities across the province in recent days also left two people injured and caused landslides or other damage affecting more than 60 homes, requiring emergency evacuations. More than 100 hectares of rice fields and other crops were damaged. Widespread landslides along National Highways 4H, 12, 32, and 279 also disrupted traffic.

In response to the increasingly complex disaster situation, Lai Chau Province mobilized more than 1,000 personnel, including police officers, military personnel, militia members, youth volunteers, and local residents from villages and hamlets to participate in search and rescue operations and disaster recovery efforts. These forces assisted in the emergency evacuation of 1,686 residents from high-risk areas to safer locations.
