13th Conference of the Standing Committee of the Viet Nam Union of Friendship Organizations:
Enhancing Operational Effectiveness Following Organizational Restructuring
In his opening remarks, VUFO President Phan Anh Son stated that the conference focused on discussing the key tasks implemented since the beginning of the year in accordance with the Resolution of the 10th Presidium Conference of the 6th tenure held on January 9, 2025; as well as reporting on the organizational structure of the Union following its restructuring under Resolution No. 18-NQ/TW.

The Standing Committee members assessed that the key tasks had been implemented seriously, on schedule, and with quality, despite the system being in the process of restructuring. Many member organizations closely followed the orientations of the standing agency, carrying out diverse and well-targeted activities. Major external affairs activities, both planned and unexpected, were effectively implemented. These included advising on and organizing people-to-people diplomacy activities during overseas visits by Party and State leaders, and hosting foreign heads of state visiting Vietnam. Monitoring of developments in key areas and related advisory work also recorded positive progress.

Delegates proposed various solutions to improve the effectiveness of operations in the remaining months of 2025, including finalizing mechanisms, organizational structure, personnel, and resources following the restructuring of local Unions; issuing guidance on organizational structures, congress organization, emulation and commendation work, and ensuring the rights and benefits of officials engaged in people-to-people diplomacy. The organization of activities to mark the 75th Anniversary of the Traditional Day of VUFO was identified as a key task, which must accurately reflect the role of people-to-people diplomacy and highlight its historical significance.
In his concluding remarks, President Phan Anh Son acknowledged and thoroughly responded to the opinions raised by delegates. He noted that following the conference, VUFO would issue guidelines on congress organization, regulations, nomenclature, tenure, structure, and orientations for 2026; intensify communication activities in celebration of the 75th Anniversary of VUFO; adjust the grouping of provincial and municipal Unions of Friendship Organizations; and promulgate an emulation and commendation regulation in line with practical needs.
President Phan Anh Son emphasized that the strength of the VUFO system lies in the proactive and responsible operations of local Unions and the Standing Committee, serving as a strategic orientation to ensure that the system functions effectively, consistently, and substantively.
