Factors Influencing People-to-People Diplomacy in the New Context

The seminar aimed to comprehensively identify the context and evolving trends, as well as the impacts of political, diplomatic, legal, socio-economic, historical-cultural, and scientific-technological factors on people-to-people diplomacy worldwide. Through this, it seeks to provide scientific arguments to support the research project, while also contributing to the improvement of the theoretical foundation and proposing orientations and solutions to enhance the effectiveness of Vietnam’s people-to-people diplomacy in the new phase.

In his opening remarks, Dong Huy Cuong, Vice President of the Viet Nam Union of Friendship Organizations and Scientific Secretary of the research project, stated that fully identifying the factors influencing people-to-people diplomacy is of great significance for determining orientations and methods for implementing this work in the new context. He emphasized the need to combine national strength with the strength of the times, while also grasping emerging global trends in order to strengthen internal capacity and enhance the effectiveness of the country’s external relations.
The seminar was chaired by Associate Professor Dr. Le Van Toan, Founding Director and former Chairman of the Scientific Council of the Center for Indian Studies (Ho Chi Minh National Academy of Politics), member of the Vietnam Peace and Development Foundation, and a key member of the research project. According to him, people-to-people diplomacy around the world is referred to by various terms such as people’s diplomacy, public diplomacy, social diplomacy, or Track II diplomacy; however, the common feature is the predominant participation of the people and social organizations in diplomatic activities.
Presentations and discussions at the seminar focused on analyzing the new international context and the impacts of political, legal, socio-economic, historical-cultural, and scientific-technological factors on people-to-people diplomacy. These analyses contribute important reference materials for the research and completion of the national-level project.

Prof. Dr. Nguyen An Ninh, Senior Lecturer at the Institute of Scientific Socialism, Ho Chi Minh National Academy of Politics); • Socio-Economic Factors Affecting People-to-People Diplomacy in the New Context (Dr. Nguyen Tran Tien, Lecturer and Vice Dean of the Faculty of Oriental Studies, University of Social Sciences and Humanities – Vietnam National University, Hanoi); • Historical and Cultural Factors Affecting People-to-People Diplomacy in the New Context (Dr. Huynh Thanh Loan, Researcher at the Institute for South Asian, West Asian and African Studies, Vietnam Academy of Social Sciences). |
