Vietnam Makes Progress in Gender Equality Policies
	Strategies for Sustainable Growth of Vietnam’s Tourism from International Markets

According to Lao Cai Newspaper, this success stems from the province’s implementation of well-structured policies, notably Decision No. 3375/QĐ-UBND dated September 17, 2021, on the Program for Strengthening Cooperation and Mobilizing Foreign NGO Aid for the 2021-2025 period. The Lao Cai Union of Friendship Organizations has been assigned as the lead agency for mobilization and partner engagement, working closely with the Department of Foreign Affairs, Department of Finance, and Provincial Police to ensure transparency, efficiency, and legal compliance in operations.

A key highlight has been the marked improvement in the quality of aid. From 2013 to 2017, 120 aid packages were required to secure a commitment of US $10.9 million. In contrast, in the 2020-2025 period, 114 packages have nearly doubled the committed value, indicating Lao Cai’s shift from quantity to quality by prioritizing larger-scale, high-impact projects.

Aid has been strategically allocated across four key pillars: poverty reduction and climate change adaptation (42.7%), education (31.6%), social issues (17.1%), and healthcare (8.6%). Organizations such as ChildFund (Australia), Plan International (UK), and Helvetas (Switzerland) have implemented effective livelihood models, including the development of indigenous agricultural products, climate-resilient farming techniques, and the establishment of new-style cooperatives owned and operated by local residents.

Lao Cai’s proactive approach in drafting a list of aid appeals aligned with national target programs has further enhanced feasibility and relevance to real needs. Decision No. 14/2022/QĐ-UBND on the regulations for aid management and utilization has also strengthened the trust of international organizations.

These efforts have helped Lao Cai maintain an average GRDP growth rate of 7% per year during the 2021–2025 period, and enhanced the province’s people-to-people diplomacy reputation, laying a solid foundation for continued mobilization of foreign NGO resources in the coming years.
