In an interview with the VietnamTimes Magazine, Pham Khanh Nam, Editor-in-Chief of Huong Viet Magazine in Germany, expressed his belief that with a spirit of innovation, unity, and a people-centered approach, the 14th National Congress of the Communist Party of Vietnam will continue to unleash Vietnam's strength globally, leading the country steadily on the path of prosperous, civilized, and happy development.

Build "People's Ambassadors" Network in the Overseas Vietnamese Community

Pham Khanh Nam stated that more than six million Vietnamese living abroad, including over 200,000 in the Federal Republic of Germany, are becoming a strategic resource for the nation. They serve not only as a source of soft power but also as a bridge for friendship, cooperation, and knowledge transfer between Vietnam and the wider world.

To further harness this potential, he proposed establishing a flexible coordination mechanism between diplomatic missions and overseas Vietnamese associations to effectively implement people-to-people diplomacy as well as cultural, educational, and economic programs. He emphasized the importance of developing a network of “People’s Ambassadors” within the global Vietnamese community, enabling each overseas Vietnamese to act as a reliable bridge and contribute to promoting the image of an integrated, humane, and innovative Vietnam internationally.

Pham Khanh Nam highlighted that Vietnamese intellectuals, entrepreneurs, and experts in Germany and many other countries possess unique strengths. He recommended that the government create a mechanism for regular engagement between overseas Vietnamese intellectual networks and domestic ministries, agencies, and localities. Such connections would facilitate the exchange of experiences, policy advice, research collaboration, and technology transfer. He also suggested establishing dedicated funds or programs to support overseas Vietnamese in investing and launching innovative businesses in Vietnam - particularly in green technology and clean energy - offering incentives related to administrative procedures, intellectual property protection, and technology transfer.

Develop the "Vietnamese House" System

According to Pham Khanh Nam, regarding overseas Vietnamese affairs, the spirit of fostering well-rounded Vietnamese citizens - rich in patriotism, equipped with courage, and possessing the knowledge to integrate into the global community - must be concretized through practical policies. These policies should focus on preserving the language, safeguarding the culture, and nurturing connections to their roots, especially among the younger generation.

He proposed continuing to promote Vietnamese language teaching and learning programs abroad, considering this a long-term cultural and educational mission. The Vietnamese language classes in Frankfurt, actively supported by the Vietnamese Consulate General, serve as a vivid example of the effectiveness of coordination between the State and the community, and should be replicated. The "Vietnamese House" system should be established in countries with large Vietnamese populations, serving as centers for community activities, cultural preservation, legal and career counseling, and support for studying abroad and employment. These spaces act as connecting points, helping those far from home alleviate homesickness, strengthening ties with national culture, and encouraging overseas Vietnamese to actively contribute to their homeland.

Pham Khanh Nam emphasized the need to maintain regular policy dialogues between domestic agencies and representatives of overseas Vietnamese; to continue simplifying administrative procedures, recognizing qualifications, and creating favorable conditions for investment, repatriation, and participation in national development projects.

He believes that with a spirit of innovation, unity, and a people-centered approach, the 14th National Congress of the Party will continue to unleash Vietnam’s global strength, guiding the country steadily along the path toward prosperity, civilization, and happiness.
