Ha Noi Offers Free Public Transport During Holiday Period

Ha Noi will waive fares for buses and urban rail services during the Hung Kings Commemoration Day, Reunification Day (April 30), and International Labour Day (May 1), covering 128 subsidized bus routes and two metro lines for a total of seven days.

On April 24, the Ha Noi Department of Construction announced that, to ensure social welfare, boost public morale, encourage the use of public transport, and ease traffic congestion during the upcoming holidays, the Ha Noi People’s Committee has approved a proposal to exempt fares for subsidized public passenger transport services, including buses and urban rail, for residents and visitors.

Specifically, the policy applies to 128 subsidized bus routes and two urban railway lines: Line 2A (Cat Linh-Ha Dong) and Line 3.1 (Nhon-Cau Giay).

The free service will be implemented over seven days in two phases: the first phase lasts three days from April 25 to April 27, 2026, during the Hung Kings Commemoration holiday; the second phase lasts four days from April 30 to May 3, 2026, covering Reunification Day and International Labour Day.

All passengers using the 128 subsidized bus routes and the two metro lines: Line 2A (Cat Linh-Ha Dong) and the elevated section of Line 3.1 (Nhon-Ha Noi Station), are eligible for the fare exemption.

For buses, passengers will be issued single-trip paper tickets according to route pricing but will not be required to pay. On routes piloting electronic ticketing, free electronic tickets will be issued via POS machines.

For urban rail, passengers can receive zero-cost tickets at counters or obtain them through existing Ha Noi Metro mobile applications based on their travel needs.

Priority groups under Resolution No. 07/2019/NQ-HDND dated July 10, 2019, issued by the municipal People’s Council, including the elderly and monthly pass holders or priority card users, must present valid identification when using the services.

To ensure smooth and safe operations, the Ha Noi People’s Committee has assigned the Department of Construction to lead implementation, working with the Ha Noi Traffic Management and Operation Center, public bus operators, and Ha Noi Metro Company.

At the same time, city authorities have tasked departments of Culture and Sports, Tourism, and Science and Technology, along with local administrations, to step up communication efforts to inform residents and visitors about the policy, while coordinating to maintain traffic safety and urban order at bus stops, shelters, and metro stations.

According to Thai Ho Phuong, Director of the Ha Noi Traffic Management and Operation Center, the initiative is a practical measure reflecting the city leadership’s attention to residents’ well-being during the holiday periods. It also aims to promote a modern, civilized, and environmentally friendly image of Ha Noi, contributing to reduced congestion and improved quality of life.
