Hanoi Seeks Japan’s Experience to Support Its Long-Term Development Vision

On December 17, as part of activities to strengthen Vietnam-Japan relations, Hanoi Party Secretary Nguyen Duy Ngoc received a delegation from the Embassy of Japan in Vietnam, led by Japanese Ambassador to Hanoi Ito Naoki, to exchange views on strategic cooperation orientations in the new phase and to share experience in long-term development.

At the meeting, the Hanoi Party Secretary emphasized the importance of implementing long-term strategies toward a sustainable development vision for the capital and the region, and expressed the hope that Japan would share lessons and experience in long-term development planning, particularly in the fields of innovation, digital transformation, and sustainable urban planning.

Ambassador Ito Naoki affirmed that Vietnam-Japan bilateral relations are being consolidated in a more comprehensive and profound manner than ever before. Japan attaches great importance to Vietnam in general and the capital city of Hanoi in particular within its regional cooperation strategy, and stands ready to continue promoting cooperation in strategic areas.

The meeting also provided an opportunity for both sides to discuss plans to advance key projects such as the North Hanoi smart city - a cooperative model between BRG Group and Sumitomo (Japan), as well as to focus on addressing certain technical challenges, site clearance, and project management issues to move toward more effective cooperation.

Vietnam-Japan relations were upgraded to a Comprehensive Strategic Partnership in 2023, creating a strong legal and political framework for long-term cooperation across multiple fields, ranging from the economy and human resource training to science and technology and environmental protection.

In this context, Japan continues to be Vietnam’s largest ODA donor, playing a pivotal role in major infrastructure projects such as the Nhat Tan Bridge in Hanoi and the Ben Thanh-Suoi Tien urban metro line in Ho Chi Minh City, as well as initiatives for human resource development and technical and management reforms.

Hanoi’s proposal for sharing experience in long-term development strategy formulation aligns with Vietnam’s foreign policy orientation of “multilateralization and diversification of international relations,” which emphasizes strategic cooperation with development partners such as Japan to realize long-term socio-economic development goals.

Hanoi’s expansion of cooperation with Japan not only focuses on economic benefits but also underscores a strategic vision in economic diplomacy - an important pillar of Vietnam’s foreign policy. The Hanoi-Japan relationship is expected to contribute to promoting sustainable and high-tech development and deeper integration into global value chains, thereby generating positive spillover effects for bilateral relations as a whole.
