Entering the new working year amid a context in which the country and the capital face numerous development opportunities intertwined with challenges, the Hanoi Union of Friendship Organizations continues to affirm its core role in implementing people-to-people diplomacy, contributing to greater mutual understanding, trust, and cooperation between the people of Hanoi and international partners. Building on the achievements attained in 2025, the 2026 orientation has been set in a synchronized manner, encompassing institutional development, organizational consolidation, expansion of friendship networks, and enhancement of external information quality, thereby effectively leveraging international resources for the Capital’s development.

A key and consistent priority is to further concretize the guidelines and resolutions of the Central Government and the City regarding people-to-people diplomacy, while refining mechanisms and policies to improve operational effectiveness in the new context. Reviewing and streamlining the organizational apparatus, promoting the role of the Executive Committee, the Standing Committee, advisory councils, and the system of member associations have been identified as essential foundations to ensure proactiveness, unity, and depth in task implementation. In parallel, the Hanoi Union of Friendship Organizations will continue guiding its member associations in organizing congresses for the new term, consolidating forces, and expanding cooperation networks, thereby creating sustainable momentum for the capital’s people-to-people diplomacy in the new period.

Peace, solidarity, friendship, and international cooperation activities will continue to be maintained and elevated, becoming distinctive highlights of Hanoi’s people-to-people diplomacy. Strengthening people-to-people exchanges, expanding connections with international partners, and proactively participating in inbound and outbound delegation programs in line with the City’s external affairs plans not only help consolidate traditional friendship foundations but also open up new spaces for cooperation in culture, education, science and technology, and sustainable development. Through these activities, the image of a peaceful, friendly, and internationally integrated Hanoi will continue to be widely promoted within the global community.

In 2026, external information work is identified as a key pillar to enhance communication effectiveness and promote the capital’s image. Disseminating information on major political and diplomatic events of the country and Hanoi; maintaining the publication of the bilingual Friendship and Cooperation Newsletter; and effectively operating the official web portal and digital media platforms will help spread messages of peace, cooperation, and development to a broad international audience. At the same time, research and forecasting of global developments and international people’s movements, as well as the organization of seminars, roundtables, and professional training programs, will continue to be strengthened in order to enhance strategic advisory capacity and meet the increasingly demanding requirements of people-to-people diplomacy in the context of deep international integration.

In addition, the Hanoi Union of Friendship Organizations will continue to prioritize mobilizing foreign non-governmental aid and implementing humanitarian, charitable, and social development support programs in several areas of the City. These activities not only carry profound humanitarian significance but also clearly demonstrate the bridging role of people-to-people diplomacy in mobilizing international resources to serve the people’s well-being and sustainable development.

With clear direction, synchronized solutions, and a strong commitment to innovation, the Hanoi Union of Friendship Organizations continues to spread the values of peace and nurture friendship in the heart of the capital, while contributing to affirming Hanoi’s position, prestige, and responsibility within regional and global people-to-people exchange networks.
