Hue Plans to Allocate 16 Billion VND to Support Decommissioning of Over 100 Fishing Vessels That Do Not Meet Operational Requirements

According to the proposal submitted by the Hue City People’s Committee, owners of decommissioned fishing vessels will receive the following support: 19.07 million VND per ton of the vessel’s hull, up to a maximum of 60 million VND per vessel; 845,000 VND per horsepower for registered main engines, up to a maximum of 60 million VND per vessel; and 591,500 VND per horsepower for unregistered engines, up to a maximum of 40 million VND per vessel. In addition, each household member of a vessel-owning family who is no longer of working age will receive 1.8 million VND per person to help stabilize their livelihood; the cost of dismantling each vessel will also be supported with 10 million VND per vessel.

The total budget required is estimated at around 16 billion VND, including 3.9 billion VND for hull support; 4.4 billion VND for engine support; 0.9 billion VND for livelihood support; and 6.8 billion VND for vocational training for crew members. Each year, approximately 20-30 fishing vessels and 50-70 crew members will be supported, with an estimated total cost of about 3.2 billion VND per year.
The Economic-Budget Committee of the Hue City People’s Council assessed that the adoption of this policy is necessary and aligned with legal regulations and local realities. The policies will encourage vessel owners to proactively decommission outdated or noncompliant vessels while facilitating a sustainable shift in livelihoods, ensuring long-term income stability for residents. The estimated funding level is considered reasonable and feasible within the city’s budget.
According to Hue Newspaper and Hue Radio & Television, Hue City currently has 103 fishing vessels that do not meet the required conditions for fishing operations, including 59 “three no’s” vessels (no registration, no inspection certificate, no license) and 44 vessels that do not meet inspection requirements to obtain a fishing license. These vessels operate spontaneously, posing various risks and complicating efforts to prevent and address illegal, unreported, and unregulated (IUU) fishing activities. However, they also remain the primary means of livelihood for more than 290 fishermen, so the decommissioning process must follow an appropriate roadmap to ensure livelihood security.
