International Scholars: Elections in Vietnam Reinforce Legal Foundation for New Stage of Development
In an interview with a Vietnam News Agency (VNA) correspondent, Dr. Oleg Ghermanovich Rumyantsev, Chairman of the Commission for the Development of Constitutional Law Awareness under the Russian Bar Association and head of the working group that drafted the Constitution of the Russian Federation, stated that this election is taking place as Vietnam is advancing administrative reform and accelerating digital governance.

According to him, this transformation requires the legal system to be further refined to both ensure oversight functions and facilitate development. Therefore, legislators in the new term need to possess in-depth knowledge of law-making to meet the demands of modern governance.
While studying Vietnam’s 2013 Constitution, Dr. Rumyantsev expressed his impression of the provision on the National Assembly’s supreme oversight over all state activities. In his view, this mechanism explains why elections in Vietnam attract significant public attention, as the quality of elected deputies directly affects the effectiveness of the state apparatus.
He also emphasized Article 8 of the Constitution, which stipulates that state agencies, officials, civil servants, and public employees must respect and serve the people, be subject to public oversight, and resolutely combat corruption, wastefulness, and bureaucracy.
According to Dr. Rumyantsev, the inclusion of anti-corruption provisions in the Constitution reflects a progressive approach, placing high demands on elected representatives and contributing to enhancing voters’ legal awareness. In addition, close engagement with constituents and the ability to understand people’s lives are also important qualities for legislators.

Ana Karina Rojo Pimentel, a member of the Labor Party (PT), Chairwoman of the Social Welfare Committee of the Mexican Chamber of Deputies, and Chairwoman of the Mexico-Vietnam Parliamentary Friendship Group, expressed confidence that deputies elected in the new term will continue to strengthen the role of the National Assembly in policymaking and guiding national development.
According to her, amid an increasingly complex and rapidly changing global geopolitical landscape, legislative bodies need to develop legal systems that both safeguard national sovereignty and adapt to integration processes. The legal framework must protect national resources and the economy, while ensuring that the benefits of integration are distributed fairly, bringing tangible gains to workers and society as a whole.
She also stressed the importance of developing legal regulations in line with scientific and technological advancements to ensure that technology becomes a driver of inclusive development. This includes protecting workers’ rights in the context of automation and guaranteeing Internet access for all citizens.
According to Congresswoman Ana Karina, modern parliaments also need to promote an open parliament model, enhancing public participation in the lawmaking process, thereby enabling policies to more accurately reflect social realities. She also highly appreciated the role of Vietnam’s National Assembly over the past eight decades in institutionalizing development orientations, improving the legal system, and overseeing policy implementation.
In an interview with the Voice of Vietnam (VOV), Professor Chu Zhenming of the Institute of South Asian and Southeast Asian Studies (Kunming, China) stated that this election is a vivid demonstration of the Vietnamese people exercising their mastery and participating in the country’s political life. Qualified and trusted representatives elected by voters take part in selecting key national leaders, thereby assuming significant responsibilities for the country and its people.
Professor Chu Zhenming noted that the election has received strong support and active response from all strata of society nationwide. Voters across the country have enthusiastically participated in the electoral process, demonstrating a spirit of democracy and civic responsibility, and contributing to the selection of worthy representatives of the people’s will and aspirations.
According to the expert, in recent times Vietnam has implemented many important reforms, such as adjusting administrative units, streamlining the organizational apparatus, and innovating the model of local governance. In this context, close coordination among different levels of government, together with active public participation, has helped ensure that the election process is conducted in an orderly and effective manner.
