During the interview, Takebe emphasised that cooperation between the National Assembly of Vietnam and the Japanese Diet provides a solid legal and budgetary foundation for diplomatic agreements between the two governments, thereby enabling the implementation of strategic projects in a stable and long-term manner. A clear example of such cooperation, he noted, is the Vietnam–Japan University (VJU) project. Without strong support from the legislatures of both countries, this nationally symbolic project would have found it difficult to overcome initial obstacles and become operational effectively.

According to Takebe, the role of the legislature will become even more important, particularly in supporting high-quality human resource training programmes such as the Japan Culture – Technology – Language Academy (VJU Academy). The programme is designed in cooperation with major Vietnamese technology enterprises to provide information technology training and reskilling opportunities for returning technical interns, enabling them to further develop their potential either in Vietnam or Japan as high-quality human resources. Takebe believes that establishing mechanisms for human development through legal frameworks and budgetary support represents one of the most significant achievements of cooperation between the two legislatures.

Takebe also noted that 80 years ago, Vietnam’s general election on January 6, 1946, was a historic step affirming the spirit that “the people are the masters of the country” - a core foundation for Vietnam’s development today. As a key pillar in the process of building a rule-of-law state, the National Assembly of Vietnam has played, and continues to play, an indispensable role in the country’s development. In particular, as Vietnam advances human resource development strategies and improves the investment environment toward the “new era” proposed by Party General Secretary To Lam, the role of the National Assembly is becoming increasingly important.

At the end of the interview, Takebe expressed his expectation that the National Assembly of Vietnam will continue to strongly lead reforms in education and the upgrading of industrial capacity through a transparent legal system. This, he said, will not only help Japanese investors feel more confident in promoting technology transfer, but also create an optimal environment for people and businesses to fully realise their potential, thereby contributing to a prosperous future for both countries and peoples.
