Expectations for Talent-Fostering Mechanism
Lawyer Tran Ba Phuc expressed his delight at the Party’s policy of inviting overseas Vietnamese to take part in the nation’s development process. According to him, this clearly reflects the Party and State’s viewpoint of regarding overseas Vietnamese as a direct force participating in the formulation and implementation of development objectives.
He hopes that the Party and State will continue to refine the legal framework and create breakthroughs in policies to attract and utilize talent within the overseas Vietnamese community, thereby establishing a substantive cooperation mechanism between overseas Vietnamese and domestic enterprises and serving as a driving force for innovation. With the Government’s accompaniment and support, overseas Vietnamese will be able to engage more deeply in strategic value chains, promote their role as connectors of knowledge, technology, and international networks, and contribute to areas such as digital transformation, high technology, and modern governance.
According to Tran Ba Phuc, every Vietnamese person, wherever they may be, is willing to be a “brick” contributing to building Vietnam’s image on the international stage. The success of the National Conference reviewing 20 years of implementing the Politburo’s Resolution No. 36-NQ/TW will further energize and spread a spirit of attachment among more than six million overseas Vietnamese worldwide.

Confidence in Country’s Development Future
Venerable Thich Minh Quang, Head of the Coordinating Committee of the Vietnam Buddhist Sangha in Laos and Abbot of Phat Tich Pagoda (Vientiane, Laos), expressed his interest in recent policies on science and technology, innovation, digital transformation, as well as resolutions related to overseas Vietnamese affairs.
According to the Venerable, these orientations have generated a “new vitality,” especially among the younger generation of overseas Vietnamese, providing a clear sense of development momentum and renewed vitality for the country.

The Venerable believes that the Party and State are gradually ushering Vietnam into a new era of development. For the overseas Vietnamese community, these policies are highly commendable and have received strong support and consensus. “If development is to be achieved, reform and breakthroughs are essential. The initial stage will certainly face many difficulties, but overseas Vietnamese always maintain their trust and unity in supporting the Party and State’s decisions,” the Venerable said.
