In an interview with Vietnam News Agency correspondents in Laos, Nguyen Thi Thu Huyen, currently living and working in Vientiane, said she closely follows the homeland’s reform policies. According to her, Vietnam continues to comprehensively innovate, from the economy, society, and infrastructure to cultural and spiritual life.

She views the merger of administrative units and the streamlining of the government structure from three levels to two as an appropriate and necessary move in the current context. This policy not only reduces intermediary layers and saves the national budget but also fosters sustainable socio-economic development. She expressed strong confidence in the country’s upward development path.
Also in Vientiane, Nguyen Xuan Ha, an overseas Vietnamese who has lived and worked in Laos for 33 years, expressed agreement with the restructuring of administrative units. He believes this is a long-term vision of the Party and State, which not only reduces intermediary levels and conserves resources, but also enhances the efficiency of governance.
Ha also shared his pride in the nation’s growing strength and deep integration into the region and the world. He believes that with unity, resilience, and a strong will for reform, the Vietnamese people will enter a new, promising stage of development.

From Israel, Truong Thi Hong, President of the Vietnamese Association in Israel, assessed that the implementation of the two-tier local government model is a major administrative reform, reflecting the Party and State's determination to build a streamlined and effective administrative system.
According to her, streamlining the administrative apparatus will bring about noticeable changes for the people, including overseas Vietnamese, through faster, more accessible, and more transparent public services. This will reinforce the trust of overseas Vietnamese in their homeland and promote stronger bonds and engagement with the country.
She also noted that if effectively implemented, the new model will enable local governments to better listen and respond to the aspirations of the overseas Vietnamese community, those who always wish to contribute to the development of their homeland.
“The strong transformation of the country in this new era is a shared aspiration of all Vietnamese people. Love for the homeland is not only about nostalgia for the birthplace but also about appreciation and companionship with every firm step of the Fatherland on its development journey,” shared Hong.
From Jakarta (Indonesia), Tran Lieu expressed her support for the two-tier local government model and the merging of local administrative units. She shared that her hometown is Hai Duong, which has now been merged with Hai Phong, so there was initially some hesitation. However, with clear guidance from the authorities, she fully trusts in the sound policy of the Party and State, which brings practical benefits to the people and national development.
“I believe that the merger of provinces and cities and the implementation of the two-tier local government model is a sound policy of the Party and State, especially at a time when digital technology is highly advanced and greatly supports administrative management and operations. With the strong involvement of the entire system, firm digital transformation, and application of science and technology in governance, I am confident that Vietnam will develop even further,” Tran Lieu told VOV correspondents.

Thai Thanh Long, Head of the Liaison Committee of the Vietnam Business Association in Indonesia, said that reforming the administrative apparatus and procedures is one of the key factors in creating a more favorable investment environment, particularly for foreign businesses.
“The biggest barrier for foreign enterprises investing in Vietnam lies in administrative and legal procedures. If this issue is improved through the reduction of intermediary levels, businesses will view Vietnam in a different light and be more willing to invest,” noted Long.
He also shared that the Association will update the Indonesian business community interested in investing in Vietnam on the latest developments and changes. Simultaneously, he hopes the State will issue appropriate support policies for overseas Vietnamese enterprises when returning to the country to handle legal investment procedures, and for Indonesian companies seeking to invest in Vietnam.
