Many Policies to Attract Overseas Vietnamese Scientists and Foreign Experts

From 12/08 to 12/09/2025, the Ministry of Science and Technology shall collect comments on the Draft Decree detailing and guiding a number of articles of the Law on Science, Technology and Innovation on autonomy of public scientific and technological organizations, human resources, talents and awards in the field of science, technology and innovation (draft) on the Ministry's web portal.
In this draft, the Ministry of Science and Technology proposes many policies to attract and employ experts and scientists who are overseas Vietnamese and foreign experts. They are related to recruitment, labor and study; salary; housing policies; commendation and honor policies.

It is clearly stated in the draft that Vietnamese living and working abroad and foreign experts are considered to enjoy the policies specified in this Decree when they fully meet the following conditions:
To assume the prime responsibility for, or participate in, the implementation of scientific, technological and innovation tasks of importance and influence at the national, ministerial, sectoral and local levels or to make practical contributions to the socio-economic development of Vietnam or of a science, technology and innovation sector.
At the same time, one of the following criteria is required:
Having inventions and plant varieties granted intellectual property protection titles that have been applied or transferred to create products of practical value; or have in-depth expertise and rich experience in the industry or field in accordance with the tasks performed in Vietnam and are working at the research department of a research institute, university or a prestigious enterprise abroad.
Having excellent scientific and technological research works, which have won domestic or international awards or have been widely applied to bring practical effects and are suitable for the contents, objectives, and tasks implemented in Vietnam.
Possess a doctoral degree and have at least 3 years of teaching, scientific research, and technological development at a prestigious overseas research and training institution in a major suitable for the field of implementation of scientific and technological tasks in Vietnam.
Have a doctoral degree and have worked for at least 3 years in a scientific research position in an international cooperation program or project on science and technology or in the research department of a reputable overseas enterprise.
The draft also proposes that overseas Vietnamese, while working in Vietnam are entitled to the following rights and policies: To be hired for leadership positions at public scientific and technological organizations in accordance with law; to be admitted to public servants and appointed to scientific and technological titles following the Law on Science, Technology and Innovation and its guiding documents.
Foreign experts, while working in Vietnam can be hired for leadership positions at scientific and technological organizations in accordance with Vietnamese law.
Overseas Vietnamese and foreign experts, when participating in scientific, technological and innovation activities in Vietnam are facilitated in the issuance of work permits, in accordance with the specific characteristics of the field of science and technology.
Family members of overseas Vietnamese and foreign experts, including parents, spouses, biological children, adopted children under 18 years of age, shall be supported in administrative procedures related to employment, study, and enrollment in educational institutions in Vietnam.
Overseas Vietnamese and foreign experts, when conducting scientific, technological and innovation tasks in Vietnam, are entitled to salaries according to the mechanism agreed upon with the employing organizations, based on the following principles:
Based on the nature, scope, and level of influence of the assigned tasks.
Based on their personal qualifications, professional capacity and practical efficiency in research, implementation, technology transfer or innovation.
Salaries of equivalent positions in foreign organizations or 100% foreign-owned enterprises operating in Vietnam.
Regarding housing policies, the draft proposes that overseas Vietnamese and foreign experts participating in scientific, technological, and innovation activities in Vietnam shall be provided with accommodation or support for housing rental funds by agencies and organizations, based on actual conditions and in accordance with the provisions of law.
Overseas Vietnamese and foreign experts with outstanding achievements and many contributions to Vietnam's scientific, technological and innovation development are considered:
Conferring state honorary titles and noble titles following the Law on Emulation, Commendation and Reward and guiding documents.
Nomination for state-level science and technology awards, international awards jointly organized or sponsored by Vietnam.
Honored in events and programs as outstanding individuals in scientific, technological and innovation activities in accordance with the law.
In addition to the above-mentioned policies, overseas Vietnamese and foreign experts when participating in scientific, technological and innovation activities in Vietnam are also entitled to other rights and policies such as: Maximum tax incentives in accordance with Vietnamese tax law and relevant regulations; to transfer lawful incomes abroad in accordance with the law on foreign exchange management; holders of lawful revenues in Vietnam dong can purchase foreign currencies for remittance abroad; the necessary conditions for research activities will be provided at agencies and organizations.
