Funded by the Australian Government and the Swiss Agency for Development and Cooperation, this project is a commitment to safeguarding livelihoods against the impacts of climate change in the cities of Hanoi, Hue, Can Tho, and Ca Mau province.

Oxfam in Vietnam, in collaboration with the Center for Social Research and Development (CSRD), on May 26 organized a launch workshop for a project "Water Governance and Climate Resilience" under the Mekong Water Governance Program Phase 3 (IP3).

The project places special emphasis on the meaningful participation and leadership of women, ethnic minorities, persons with disabilities, and vulnerable communities.

The IP3 project is implemented from 2025 to 2029 with a total budget funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the Swiss Agency for Development and Cooperation (SDC) allocated for Vietnam, amounting to USD 506,276 (equivalent to VND 13.34 billion).

The project's main activities include strengthening inclusive water resource management in cities of Hanoi, Hue, Can Tho, and Ca Mau province; developing and scaling up climate change-adaptive livelihood models in the Mekong Delta and Sekong River basin; enhancing capacity for disaster risk prevention and response to climate change in project areas; strengthening the capacity of civil society organizations and local partners in integrating gender equality and social inclusion (GEDSI) into disaster prevention and response and climate change adaptation activities.

"As the entity implementing one of the three components of the IP3 project, CSRD will utilize the insights and experience from our continuous engagement with ethnic minority communities living in the A Sap River basin. Unfavorable natural conditions make the lives of people in the A Luoi area relatively difficult, especially for women. We will work with local authorities, women's unions, and citizens to promote sustainable livelihood models tailored to the needs of local women. We will support the enhancement of knowledge and skills for local people, particularly ethnic minority women, in developing a green economy and circular economy based on nature-based solutions tailored to the mountainous and forest ecosystem of A Luoi. This will simultaneously foster climate change adaptation, generate stable income, and contribute to protecting local biodiversity and the natural environment," Assoc. Prof. Dr. Trinh Thi Dinh, CSRD Director, introduced the project "Enhancing Climate Resilience and Water Governance Capacity for Riverside Communities in the A Sap River Basin, Hue city of Vietnam through Aquatic Biodiversity Protection and Sustainable Climate-Adaptive Livelihood Model Development" implemented in Hue city.

Speaking at the launching event, Pham Quang Tu, Deputy Country Director of Oxfam in Vietnam shared that over the past years, Oxfam, together with its partners, has implemented Phases 1 and 2 of the Mekong Water Governance Project funded by the Australian Government through the Australian Department of Foreign Affairs and Trade. The IP1 and IP2 projects played a pivotal role in promoting Gender Equality and Disability Inclusion in Water Governance (GEDSI) across the Mekong River basin. These serve as important foundations for Oxfam and partners to inherit and build upon during the upcoming implementation phase of the IP3 project.

Andreas Johannes Gerrtis, SDC representative stressed Switzerland highly appreciates Vietnam's commitment to integrated water resource management and climate resilience enhancement; pleased that this program contributes to national priorities through constructive partnerships and technical cooperation. IP3 will focus on inclusive and locally grounded solutions, ensuring that women, ethnic minorities, and persons with disabilities meaningfully participate in the development of climate change adaptation solutions.

"The impacts of climate change are not felt evenly. Those with the weakest resilience often bear the heaviest burden. Riverside communities are on the front lines of these impacts and play an exceptionally vital role in water governance as well as driving climate change adaptation actions. Australia is proud to partner with SDC and collaborate with Oxfam and partners across the Mekong region to strengthen water governance and advance climate resilience through the Mekong Water Governance Program," added Rutmanee Ongsakul, Senior Development Program Manager, Australian Embassy in Thailand.
