Since 2021, the Quang Ngai Obstetrics and Pediatrics Hospital has welcomed three Cuban experts: Dr. Nela (critical care specialist), Dr. Omar (neonatology), and Dr. Jorge Luis Diaz Puebla (obstetrics). Among them, Dr. Jorge Luis has served the longest and made the most notable contributions. He successfully performed numerous complex surgeries, including cases involving large uterine fibroids, placental abruption, and central placenta previa. He also transferred advanced techniques such as pelvic laparoscopy and laparoscopic hysterectomy with intracorporeal suturing, while actively updating and sharing medical knowledge with Vietnamese doctors.
In recognition of Dr. Jorge Luis’s dedication and efforts in professional support, training, and technology transfer during the 2021–2025 period, the Director of the Quang Ngai Department of Health awarded him a certificate of merit.

The medical cooperation with Cuba was implemented under Decision No. 549/QD-UBND dated September 14, 2020, issued by the Quang Ngai Provincial People's Committee. The decision approved a project to hire Cuban experts to support diagnosis, treatment, training, and technical transfer at the provincial obstetrics and pediatrics hospital for the 2021–2025 period.
Over the past five years, despite geographical distance, language barriers, and cultural differences, the Cuban experts have consistently demonstrated professionalism, expertise, and deep commitment to their work. Their presence has significantly improved the quality of local healthcare services, especially in maternal and child health.
