Accordingly, during the 2026-2030 period, Quang Tri Province targets converting more than 770 fishing vessels currently operating in fishing practices that pose high risks to marine resources and the ecological environment to less impactful fishing methods, or shifting them to other suitable sectors.
Specifically, the province will convert 500 fishing vessels operating in nearshore waters (with vessel lengths from 6 meters to under 12 meters); 86 vessels operating in inshore waters (from 12 meters to under 15 meters); and 85 vessels operating offshore (15 meters and above). At the same time, it is expected to decommission (cease operations and dismantle) approximately 100 fishing vessels that no longer meet operating conditions or have low fishing efficiency.
The objective of the Project is to convert fishing practices that have significant impacts on aquatic resources, the environment, and ecosystems to more environmentally friendly and sustainable methods. Through this process, the productivity, quality, and operational efficiency of the fishing fleet will be improved, while ensuring that 100% of fishermen affected by the conversion have jobs and stable incomes. This will also contribute to addressing illegal, unreported, and unregulated (IUU) fishing at its root.

To implement the Project, Quang Tri Province will review and classify fishing vessels engaged in trawling and tuna gillnet fishing based on vessel age, size, and operational capacity, in order to reduce these fleets or convert them to other fishing methods according to a defined roadmap. Functional forces will also strengthen controls over fishing license quotas for vessel groups, strictly handle cases of vessels operating without licenses or not in compliance with license contents, and closely monitor catch volumes to protect aquatic resources.
Currently, Quang Tri Province has approximately 4,650 fishing vessels. The proportion of vessels using fishing practices that pose risks to resources and the environment, such as trawling and gillnetting, accounts for more than 55%. Vessels under 12 meters in length operating in nearshore waters make up about 70% of the province’s total fishing fleet. Excessive fishing pressure concentrated in nearshore areas is causing marine resources to show signs of serious decline.
The implementation of the Project is of great significance in restructuring the fisheries sector toward sustainability, contributing to the protection and restoration of aquatic resources and reducing negative impacts on the marine ecological environment. It is also a fundamental solution to stabilizing long-term livelihoods for fishermen, reducing dependence on nearshore fishing, and gradually shifting labor to more suitable sectors such as aquaculture, fisheries logistics services, and other marine economic activities.
