Raising Legal Awareness to Combat IUU Fishing in HCMC

Squadron 18 of the Border Guard Command, in coordination with Coast Guard Region 3 Command under the Vietnam Coast Guard, organized communication activities on combating illegal, unreported, and unregulated (IUU) fishing for 60 fishing vessels and around 800 fishermen in the waters of Ho Chi Minh City from October 29 to 31.

Addressing IUU "Yellow Card": Ca Mau Intensifies Efforts to Tackle Violations

The program aimed to raise awareness and promote voluntary compliance with the State’s laws among fishermen in coastal border areas, contributing to accelerating the removal of the European Commission’s (EC) “yellow card.”

During the sessions, officers and soldiers from Squadron 18 and Coast Guard Region 3 presented 60 national flags and 60 portraits of President Ho Chi Minh to fishermen. They also distributed 1,200 leaflets and brochures providing information on IUU fishing prevention, maps of fishing zones and routes within Vietnamese waters, and key points that vessel owners and fishermen operating at sea must remember and follow.

After receiving the information, fishermen and vessel owners signed commitments to comply with IUU fishing prevention measures.

In parallel with communication activities, functional forces simultaneously launched a peak campaign of patrol, inspection, and enforcement from the end of October until the end of November 2025, covering the waters from Khanh Hoa province to Can Tho city.

The units have implemented synchronized monitoring and reconnaissance measures to ensure no targets are missed, especially fishing vessels that have lost connection to their Vessel Monitoring System (VMS) devices. They conduct 100% inspection and supervision of fishing vessels showing suspicious signs, operating in the wrong areas, losing VMS connection, or violating the “three no’s.” Violations are strictly handled, and information and reports are required to be accurate and timely.

At the same time, the forces are determined to “declare war” on all IUU fishing violations, working toward completely eliminating such activities before the fifth inspection visit of the European Commission (EC) to Vietnam, with a strong determination to help the political system as a whole lift the “yellow card” in 2025.

Colonel Nguyen Minh Khanh, Deputy Commander and Chief of Staff of Coast Guard Region 3 Command, requested all agencies, units, and forces to uphold a high sense of responsibility, proactively prepare personnel, means, and equipment, and organize patrols, inspections, and control activities in accordance with the plan and legal regulations, ensuring absolute safety throughout the mission.
