RoK and Vietnam Strengthen Cooperation in Strategic Leadership Training

The program was jointly organized by the Academy, the Korea International Cooperation Agency (KOICA), and the National Human Resources Development Institute (NHI), with a focus on digital transformation policies driven by Artificial Intelligence (AI), science and technology transformation, and innovation.
The program was designed to provide Vietnamese officials with in-depth exposure to AI-driven digital transformation policy, R&D science and technology policy, and the RoK’s journey in innovation and digital transformation.
During their stay, the delegation visited smart manufacturing facilities, electronic and IT R&D institutes, LG Science Park, the Institute for Basic Science, and the National Human Resources Development Institute for Science and Technology, among others.
These activities provided Vietnamese leaders with practical and vivid insights into innovation practices and the RoK’s successful experience in science, technology development, and digital transformation.
This exchange program reflects the policy direction of the Communist Party and the State of Vietnam, which considers digital transformation a strategic breakthrough for national development in the new era.
Notably, Resolution No. 57-NQ/TW of the Politburo identifies science, technology, innovation, and digital transformation as key drivers and leading breakthroughs to accelerate the development of modern productive forces and enhance national governance capacity.

The program serves as a vivid demonstration of the deepening and increasingly effective Comprehensive Strategic Partnership between Vietnam and the RoK, especially following the recent state visit to the RoK by General Secretary To Lam.
In the context of a volatile geopolitical landscape, the long-standing, effective, and sustainable cooperation between the Ho Chi Minh National Academy of Politics and KOICA continues to yield results, as evidenced by numerous successful programs and projects in training and research.
A notable example is the 2013-2016 project “Capacity Enhancement for Training Leaders and Managers of Vietnam,” which helped train a generation of senior leaders with knowledge and skills aligned with modern management requirements.
Building on this success, during 2016-2018, the two sides implemented the research cooperation project “Development Experience Exchange Partnership (DEEP) for Vietnam’s Vision,” focusing on sharing the RoK’s management and development experience to help guide Vietnam’s sustainable growth.
As part of these cooperation projects, the Ho Chi Minh National Academy of Politics organized six study and research delegations of strategic-level officials (12th Party Congress term) to the RoK, achieving positive results both in program content and organization.
The program has been highly regarded for its practicality and effectiveness in enhancing the capacity of Vietnam’s leadership.
Currently, the two sides are implementing the 2022–2024 and 2023–2025 phases of the project “Capacity Enhancement for Training Leaders and Managers of Vietnam,” specifically targeting officials in the planning pool for the 13th and 14th Party Central Committees, underscoring KOICA’s long-term commitment to supporting Vietnam in developing high-quality human resources.
