According to the Ministry of Foreign Affairs’ electronic portal, on January 7 in Hanoi, under the authorization of the Party Central Committee, Secretary of the Party Central Committee and Minister of Foreign Affairs Le Hoai Trung, together with Nguyen Thanh Binh, Deputy Head of the Central Organization Commission, and Phan Xuan Thuy, Deputy Head of the Central Commission for Information, Education and Mass Mobilization, co-chaired a briefing on the 14th National Congress of the Communist Party of Viet Nam for foreign diplomatic missions and international organizations in Viet Nam.

The briefing was attended by representatives of the leadership of various Party commissions, ministries, and sectors.

At the briefing, Minister Le Hoai Trung emphasized that, against the backdrop of rapidly evolving and complex global and regional developments, where favorable conditions and opportunities are intertwined with difficulties and challenges, the 14th National Congress of the Party carries watershed significance and represents a particularly important milestone in the country’s development. It is an important occasion to review and assess 40 years since the launch of the renewal (Doi moi) process and five years of implementing the Resolution of the 13th National Party Congress (2021-2026), thereby setting out comprehensive development goals and directions across all fields for the new era of the Vietnamese nation. Given its profound significance, the 14th National Party Congress has been closely and rigorously directed in all aspects by the Party Central Committee, directly by the Politburo, the Secretariat, and General Secretary To Lam.

Minister Le Hoai Trung highlighted that the Congress theme - “Under the glorious flag of the Party, staying united and determined to achieve the country’s development goals by 2030; advancing confidently in the era of national renewal for peace, independence, democracy, prosperity, civilisation and happiness; firmly stepping toward socialism” - demonstrates encouragement, motivation, and orientation to continue comprehensively, synchronously, and profoundly advancing the renewal process; resolutely overcoming all difficulties and challenges; and successfully realizing the national development goals by 2030, marking the 100th anniversary of the founding of the Party (1930-2030), while moving toward realizing the vision for 2045, the 100th anniversary of the founding of the Socialist Republic of Viet Nam (1945-2045).

Regarding the preparation of the Congress documents, Minister Le Hoai Trung noted that the drafting process has undergone fundamental innovation, with the Political Report, for the first time, integrating the contents of three documents: the Political Report, the Socio-Economic Report, and the Report on Party Building. This reflects a continued renewal in approach and thinking. The documents have been prepared meticulously and thoroughly, and broad consultations have been conducted throughout the Party and among the people, both domestically and overseas. With regard to personnel work for the Congress, Minister Le Hoai Trung affirmed that this particularly critical task has been carried out carefully, rigorously, prudently, and accurately, and is regarded as a prerequisite to “turning vision and aspirations into results.”

On this occasion, Minister Le Hoai Trung also informed participants of the major achievements of the 13th Party Congress term and 40 years of Doi moi. Accordingly, average economic growth during the 2021-2025 period reached 6.3% per year, placing Viet Nam among the high-growth economies in the region and the world. The quality of growth has seen positive improvements; development investment resources have been mobilized and utilized more effectively; and economic growth has been more closely linked with ensuring social progress and equity. National defense and security have been continuously consolidated and strengthened; foreign relations and international integration have been elevated. Party building and rectification have achieved many highly important results; the revolution in restructuring the organizational apparatus of the political system toward being streamlined, compact, strong, efficient, effective, and efficacious has yielded breakthrough outcomes. Minister Le Hoai Trung stated that for the upcoming term, the draft Political Report and the Action Program to implement the Resolution of the 14th National Party Congress identify the need, in the new phase, to focus on three strategic breakthroughs and to define six key tasks to propel the country forward strongly in a new era of development.

Regarding foreign policy orientations in the Congress documents, Minister Le Hoai Trung emphasized the inheritance of the renewal-era foreign policy line, while supplementing guiding viewpoints that strengthening national defense and security and promoting foreign affairs and international integration are key and regular tasks. Viet Nam’s consistent policy is one of independence, self-reliance, peace, friendship, cooperation, and development; multilateralization and diversification of foreign relations; ensuring the highest national and ethnic interests on the basis of the fundamental principles of the United Nations Charter; equal and mutually beneficial cooperation; being a friend, a reliable partner, and an active, responsible member of the international community; and proactively and responsibly participating in addressing common regional and global issues.

Minister of Foreign Affairs Le Hoai Trung emphasized that organizational preparations to date have been made thoroughly, with security and safety ensured in accordance with Party regulations, and that Viet Nam is ready for this important Congress, which will take place from January 19 to 25, 2026. He respectfully conveyed invitations to representatives of foreign diplomatic missions and international organizations in Viet Nam to attend the opening and closing sessions of the Congress.

At the briefing, many ambassadors and heads of diplomatic missions shared their views, highly appreciating Viet Nam’s development achievements in recent years and expressing expectations for the country’s future development orientations.

Lao Ambassador to Viet Nam Khamphao Earthavanh stated that the 14th National Congress of the Party marks a new milestone in Viet Nam’s development period after 40 years of Doi moi, and is an important political event not only for Viet Nam but also for the international community, neighboring countries, and Viet Nam’s strategic partners. Ambassador Khamphao Earthavanh noted that the achievements attained by Viet Nam increasingly and convincingly affirm the sound leadership capacity of the Communist Party of Viet Nam and the unity and cohesion of the entire Vietnamese nation. She expressed his belief that, with a spirit of solidarity, democracy, discipline, innovation, and development, the 14th National Party Congress will set out comprehensive orientations, serving as a foundation for Viet Nam to enter a new stage of more sustainable and successful development, while Viet Nam-Lao relations will continue to be strengthened for the benefit of the peoples of both countries and for peace, stability, and sustainable development in the region and the world.

Palestinian Ambassador to Viet Nam and Head of the Foreign Diplomatic Corps in Viet Nam Saadi Salama expressed his confidence that the 14th National Party Congress will adopt major decisions that place the interests of the Vietnamese people, namely autonomy, independence, and self-reliance, at the center, serving the country’s development interests, fostering cooperation, and contributing to lasting peace not only in the region but also worldwide.

United Nations Resident Coordinator in Viet Nam Pauline Tamesis commended Viet Nam’s achievements in ensuring social welfare and achieving robust economic development. She emphasized that Viet Nam has become a self-reliant country with a high GDP, attaining upper-middle-income status and ranking highly in human development indicators. Viet Nam’s story, she noted, is inspiring not only in terms of numbers, but also in its demonstrated determination to ensure growth through practical policy implementation that places people at the center of development and strengthens institutions. Ambassadors and representatives of foreign agencies in Viet Nam expressed their confidence that the 14th National Congress of the Communist Party of Viet Nam will be a great success.

Concluding the briefing, Minister of Foreign Affairs Le Hoai Trung expressed his sincere appreciation for the close partnership and cooperation of partner countries and international organizations in Viet Nam’s process of nation-building and development, and conveyed his hope to continue receiving the support and assistance of the international community in the new era of development of the Vietnamese nation.
