Vietnam opposes use of force against sovereign nations: Spokesperson

Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang on March 3 reiterated Vietnam’s opposition to the use of force against sovereign nations while responding to reporters’ questions regarding the recent escalation of severe tensions in the Middle East.

She noted that Vietnam’s stance was clearly stated on February 28, 2026, saying the country opposes the use of force against sovereign nations, particularly attacks on civilian infrastructure that result in loss of life. Such actions have caused serious damage and continue to threaten the lives, safety, and interests of civilians, including Vietnamese citizens, in the region while destabilising economic activities and undermining peace and stability both regionally and globally, cited VNA.

“Vietnam calls upon all parties involved to act with responsibility, strictly adhere to international law, the United Nations Charter and relevant United Nations resolutions, respect the sovereignty and territorial integrity of nations, resume negotiations, and create favourable conditions for dialogue towards resolving all differences through peaceful means, for the sake of the people and for the peace, stability, and development of the region and the world," Hang remarked.

Vietnam wishes to lift ties with Greece to new level: Deputy PM

Deputy Prime Minister Ho Quoc Dung received First Vice President of the Hellenic Parliament Ioannis Plakiotakis in Hanoi on March 3, stating that Vietnam wishes to elevate cooperation with Greece to a new level, commensurate with the potential and strengths of both countries.

Hailing the significance of his guest’s official visit, from February 28 to March 5, to the traditional friendship and multifaceted cooperation, the Deputy PM affirmed that Vietnam always treasures its relationship with Greece.

He called on the Hellenic Parliament to play a greater role in promoting the ratification and supervising the implementation of the two countries’ agreements in the fields of economy, tourism, and culture, among others.

He agreed on the need to strengthen relations in maritime transport, seaports, logistics, shipbuilding, renewable energy, agriculture, and tourism while considering the opening of direct air routes to create favourable conditions for the countries’ business communities to cooperate in the long term.

Thanking Greece for being one of the first EU member states to ratify the EU – Vietnam Investment Protection Agreement (EVIPA), Dung suggested Greece continue to support and encourage the remaining EU members to complete the ratification soon.

He also called on the country to persuade the European Commission (EC) to acknowledge Vietnam's efforts in combating illegal, unreported and unregulated (IUU) fishing, and to soon lift the IUU fishing "yellow card" on Vietnamese seafood exports.

On this occasion, the Deputy PM informed his guest about the success of the 14th National Congress of the Communist Party of Vietnam, the country's recent achievements in all aspects, as well as its development goals for the next phase.

For his part, Plakiotakis highly valued Vietnam's socio-economic development attainments and its increasingly active role in the international arena.

Vietnam is an important partner of Greece in Southeast Asia, he affirmed, expressing confidence that his visit will help promote substantive and effective cooperation with Vietnam in areas matching the two sides’ needs and complementary strengths, according to VNA.

At the meeting, both host and guest shared the view that bilateral cooperation is thriving, especially the stable growth in trade that reached 580 million USD in 2025.

They perceived that there is still much room for cooperation, and that the two countries should increase mutual visits at all levels and on all channels to enhance political trust, seek opportunities, and foster partnerships in all fields.

The First Vice President of the Hellenic Parliament affirmed Greece's hope for the EU to soon lift the IUU fishing “yellow card” for Vietnam.

Amidst a volatile global situation, the two officials exchanged views on regional and international issues of mutual concern.

They noted both Vietnam and Greece share the common values of peace and advocate the rule of international law, agreeing to reinforce coordination and mutual support at multilateral forums. They also underlined support for the peaceful resolution of disputes, including those in the East Sea, based on international law, thereby contributing to peace, stability, and sustainable development in the region and the world.

Border Guards stand firm in sovereignty and community service

From remote mountain passes to vast maritime frontiers, Vietnam’s border guards continue their quiet mission of safeguarding national sovereignty, maintaining security, and standing alongside communities at the nation’s edge.

Every year on March 3, Vietnam commemorates the Traditional Day of the Vietnam Border Guard and the All People’s Border Defence Day. The date marks the founding of the force in 1959 and honours generations of soldiers who have safeguarded the country’s land and maritime frontiers.

For more than six decades, soldiers in green uniforms have served on the frontlines, in remote mountain passes, along dense forest borders, and across vast stretches of sea, protecting national sovereignty and maintaining border security.

A force established to protect sovereignty

The Vietnam Border Guard was established on March 3, 1959, originally under the name People’s Armed Police. Its mission is to manage and protect national sovereignty, territorial integrity, and security across land borders, islands, and international border gates.

The mission has become increasingly demanding in today’s complex regional and global environment. Beyond traditional defence tasks, border guards must address transnational crime, illegal migration, smuggling, drug trafficking, and human trafficking, reported VOV.

Senior military leaders, including General Hoang Xuan Chien, emphasised the need to build a revolutionary, regular, elite, and gradually modernised border guard force capable of responding to emerging security challenges while firmly defending national sovereignty.

Border security and the “people’s heart”

Border protection in Vietnam is not solely a military responsibility. It is built upon a people-based defence posture - a system that combines professional forces with community participation.

Lieutenant General Nguyen Anh Tuan, Secretary of the Party Committee and Political Commissar of the Vietnam Border Guard, underscored the force’s mission and spirit while addressing a communications conference dedicated to the Border Guard.

He affirmed that safeguarding national sovereignty and border security, alongside maintaining close ties with local communities, remains the central and consistent mission of the force. According to him, border management and protection are inseparable from efforts to strengthen public trust and solidarity between border guard officers and the people.

In many remote villages, local residents cooperate closely with border units, helping protect boundary markers and reporting illegal activities. Fishing communities at sea also maintain constant communication with maritime border forces. In this way, each village and fishing vessel becomes a living landmark contributing to national security.

Beyond security: Supporting border communities

As Vietnam’s core force in safeguarding national sovereignty, the Vietnam Border Guard plays a critical role in protecting the country’s land and maritime frontiers. Yet their mission today extends far beyond conventional law enforcement and patrol duties. In isolated mountainous areas, border posts often serve as community anchors.

Soldiers assist residents with agricultural production, poverty reduction initiatives, literacy programs, and free medical services. Many units sponsor disadvantaged students under programs such as “Supporting Students to Stay in School” and “Adopted Children of Border Posts,” helping create sustainable educational opportunities in remote regions.

During natural disasters, border guards are frequently among the first responders involved in repairing post-storm homes, delivering food supplies to isolated villages, and rescuing fishermen caught in rough seas.

At the recent national program “Border Spring Brings Warmth to Villages,” State President Luong Cuong highlighted the humanitarian contributions of the force, noting that their work strengthens solidarity and reinforces trust between the armed forces and border residents.

Vietnam to establish national AI development fund for 2026-2027 period

The Ministry of Science and Technology will establish the national Artificial Intelligence (AI) development fund for the 2026-2027 phase.

This is part of the Decision No. 367/QD-TTg promulgating the plan for the implementation of the Law on AI which, recently signed by Deputy Prime Minister Nguyen Chi Dung.

Under the Decision, the National AI Database will be built and located at the National Data Center.

The Ministry of Science and Technology will be responsible for AI data standards, technical regulations, algorithm models, and related matters while the Ministry of Public Security is responsible for building infrastructure for the National Data Center, as well as data security, safety, and integration of source data, cited VGP.

AI-related databases of ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees at all levels will be built, updated, and uniformly connected to the National AI Database. These databases must comply with the standards and technical regulations of the National Data Center, ensuring data quality and information security.

Meanwhile, AI clusters will be developed under a model combining centralized physical spaces with digital network linkages.

Cluster hubs will be formed at high-tech parks, concentrated digital technology zones, and innovation centers, while organizations and individuals will be facilitated to invest in technical infrastructure serving cluster activities.

In December last year, the legislators approved the Law on AI, making Vietnam one of the few countries with a comprehensive legal framework on AI.

The law, scheduled to take effect from March 1 this year, consists of 35 articles. It aims to ensure a balance between risk control and the promotion of innovation, in line with international practices and support Vietnam in proactively integrating with new technological standards.

Cold air mass brings showers and cooler nights to Northern Vietnam

A weak cold air mass began affecting Northeastern Vietnam on March 3, bringing showers, thunderstorms and a noticeable drop in nighttime temperatures across the region, according to the National Centre for Hydro-Meteorological Forecasting.

From the night of March 3, northern localities, including the capital Hanoi, are forecast to experience cooler conditions during the night and early morning hours.

Mountainous northeastern provinces are set to see more pronounced cooling at night and in the early morning. Rainfall is forecast to decrease from late March 3 into March 4, with sunny intervals returning during the day, though nighttime temperatures will remain relatively low.

In Hanoi, skies will remain mostly cloudy with scattered showers and thunderstorms, particularly at night and in the early morning, cited VOV.

Temperatures are forecast to range between 19–21°C overnight and 28–30°C during the day, with some areas exceeding 30°C before the cold air fully strengthens. Once the system intensifies, daytime temperatures are expected to fall by approximately 3–6°C.

Although the cold air mass is considered weak, its interaction with previously warm conditions may trigger significant atmospheric instability, increasing the risk of severe thunderstorms and strong gusts.

Scattered showers and thunderstorms are expected across northern provinces and those stretching from Thanh Hoa to Quang Ngai in central Vietnam. Some areas may experience moderate to heavy rainfall.

Meteorologists warned that thunderstorms could be accompanied by whirlwinds, lightning, hail and strong gusts.

The system is anticipated to expand southward, impacting parts of north-central and central Vietnam in the coming days.

According to experts, cooler temperatures could affect livestock and crop growth, while thunderstorms with hail and strong winds pose risks to agricultural production, trees, housing and infrastructure.

Meteorologists advised residents, particularly fishermen and farmers, to monitor official weather updates and take preventive measures to minimize potential damage.
