On the eve of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations and President-designate of the Conference, spoke with international media in New York, emphasizing the need to advance substantive measures, enhance transparency, and build trust amid a challenging global security environment.

Speaking at a recent press briefing, Ambassador Do Hung Viet affirmed that the 11th NPT Review Conference takes place against a backdrop of increasingly complex international security dynamics, intensifying strategic competition among major powers, and mounting challenges facing multilateral arms control and disarmament mechanisms.

The Head of the Vietnamese Delegation underscored the necessity of promoting concrete measures in the field of disarmament, while enhancing transparency, building confidence, and reducing nuclear risks. In terms of non-proliferation, the Ambassador highlighted the role of verification mechanisms, affirming that countries’ right to access nuclear technology for peaceful purposes must be ensured, on the basis of compliance with safety, security, and non-proliferation standards.

Ambassador Do Hung Viet also expressed appreciation for the coordination and support of the United Nations Secretariat in preparing for the Conference, and voiced hope for continued support from United Nations Secretary-General António Guterres to help the Conference achieve balanced, substantive, and consensus-based outcomes.

Earlier, the United Nations Office for Disarmament Affairs (UNODA) also held a press briefing to provide updates on preparations for the Conference. At the briefing organized by the United Nations Correspondents Association (UNCA), Christopher King, Acting Secretary-General of the 11th NPT Review Conference, stated that the Conference is scheduled to open on April 27 in New York.

Christopher King noted that while the current international context presents numerous challenges, it also underscores the significance of this review cycle in reinforcing the global nuclear non-proliferation regime. The UNODA official called on all parties to maintain constructive dialogue and work toward substantive, consensus-driven outcomes.

Responding to a question from a Vietnam News Agency correspondent, Christopher King commended Vietnam’s efforts and active contributions to nuclear non-proliferation, disarmament, and the peaceful use of atomic energy. He emphasized that Vietnam’s designation as President of the Conference reflects the international community’s trust in its leadership capacity, its spirit of dialogue, and its constructive and effective approach to addressing sensitive global issues.

The NPT was signed in 1968, entered into force in 1970, and currently has 191 States Parties. It is one of the cornerstone international treaties underpinning the global security architecture, built on three main pillars: preventing the proliferation of nuclear weapons, promoting nuclear disarmament, and ensuring the right to the peaceful use of nuclear energy. The NPT Review Conference is held every five years to assess the implementation of the Treaty and advance commitments among member states.

Based on the consensus of member states regarding the nomination put forward by the Non-Aligned Movement (NAM), Vietnam will assume the role of President of the 11th NPT Review Conference. With a proactive, responsible, and dialogue-driven approach, Vietnam is expected to work with other countries to seek balanced solutions, contributing to positive outcomes that meet the expectations of the international community.
