Vietnam-Russia Friendship Association of Bac Ninh Expands Network Following Reorganization

For the 2026-2031 tenure, the Vietnam-Russia Friendship Association of Bac Ninh aims to recruite at least 70 new members. The Vietnam-Russia Friendship Association at the central level has proposed the establishment of additional units in Bac Ninh prior to the reorganization.

Attending the Congress were Nguyen Nhan Chinh, Vice Chairman of the Bac Ninh People’s Committee; Nguyen Duc Trong, Chairman of the Union of Friendship Organizations of Bac Ninh; Trinh Quoc Khanh, Standing Vice Chairman of the Central Committee of the Vietnam-Russia Friendship Association; and Nguyen Dang Phat, Vice Chairman and General Secretary of the Central Committee of the Vietnam-Russia Friendship Association. Also present were representatives from the Department of Internal Affairs of Bac Ninh and bilateral friendship associations across the province.

Maintain a Network of 5 Branches with 141 Members

According to the report presented at the Congress, during the 2021-2026 term the Vietnam-Russia Friendship Association of Bac Ninh actively maintained exchange activities, external information, and connections among individuals who had studied or worked in the Soviet Union/Russia.

The Association coordinated the organization of its 25th anniversary celebration; held exchanges with the branch of the Vietnam-Russia Friendship Association comprising alumni of the Plekhanov Economic Academy in Moscow. The Association organized meetings and seminars marking anniversaries of bilateral relations and the traditional holidays of the Vietnam-Russia Friendship Association.

It also sustained contact with Bac Ninh natives currently living, studying, and working in the Russian Federation, while regularly updating members on developments in Russia and Vietnam-Russia relations.

During the term, the Association established the Hiep Hoa branch of the Vietnam-Russia Friendship Association and admitted 88 new members. To date, the Association maintains a network of five branches with a total of 141 members.

For the 2026-2031 tenure, the Vietnam-Russia Friendship Association of Bac Ninh aims to continue innovating its content and methods of operation; strengthen external communication and promote the image of Vietnam’s country, people, history, culture, and relations with the Russian Federation. The Association also seeks to consolidate its organizational structure and expand its network of partners.

It has set a target of recruiting at least 70 new members, with a focus on young people, Bac Ninh natives living, studying, and working in Russia, as well as organizations and businesses with Russian partners. At least 70% of the branches are expected to achieve a “good” rating or higher, with no weak branches.

Each year, the Association plans to organize at least one activity promoting peace, friendship, cooperation, or people-to-people exchanges with Russian organizations in Vietnam, the Central Vietnam–Russia Friendship Association, or bilateral friendship associations in the province. These activities will help strengthen external communication, connect partners, and mobilize resources from foreign non-governmental organizations.

The Congress elected the Executive Committee of the Vietnam-Russia Friendship Association of Bac Ninh for its sixth term, consisting of 19 members. Nguyen Thi Kim Oanh was re-elected as the Association's President for the 2026-2031 term.

Propose to Establish Additional Branches

In his address to the Congress, Trinh Quoc Khanh, Permanent Vice President of the Central Committee of the Vietnam-Russia Friendship Association, acknowledged the achievements of the Association during the 2021–2026 term.

According to Trinh Quoc Khanh, these achievements were made possible thanks to the attention and support of the Provincial People’s Committee and the Provincial Committee of the Vietnam Fatherland Front, the guidance of the Union of Friendship Organizations of Bac Ninh, and the dedication of the Association’s Executive Committee and members.

For the new term, he suggested that the Association focus on expanding its organization within Bac Ninh before the reorganization. In addition to the target of recruiting at least 70 members, the Association should consider establishing one to two more affiliated branches, thereby creating a stronger foundation for gathering and developing members.

He also encouraged the newly elected Executive Committee of the sixth term to build upon the achievements of previous terms, consolidate its forces, effectively implement the Congress Resolution, and contribute to the overall activities of the Vietnam-Russia Friendship Association.

On this occasion, the Vietnam-Russia Friendship Association presented awards to three collectives and six individuals. The Bac Ninh People’s Committee honored one collective and one individual, while the Union of Friendship Organizations of Bac Ninh awarded commendations to two collectives and four individuals in recognition of their contributions to association work and people-to-people diplomacy.
