Vu Van Tien: Commitments Must Not Be Treated as Slogans but as Disciplined Action and Accountability to Voters

Action with clear goals, timelines, and tangible results
| In constituency No. 6, five candidates for the 16th National Assembly include: Tran Lan Phuong, Permanent Vice President of the Central Committee of the Vietnam Women’s Union; Vu Van Tien, Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, Member of the Party Executive Committee and Head of the Communications and Mass Mobilization Commission of the Party Committee of the Central Committee of the VFF, Secretary of the Party Cell and Head of the Communications and Education Commission of the Central Committee of the VFF, and Vice Chairman of the Advisory Council on Science, Technology and Digital Transformation of the Central Committee of the VFF; Tran Thi Hai Ha, Deputy Director of the Hai Phong Department of Finance; Phan Thi Hue, Deputy Head of the Tourism-Services Division of the Con Son-Kiep Bac Relic Management Board in Hai Phong City; and Nguyen Thanh Tung, an official of the Hai Phong Department of Finance. |
According to the VFF, following brief introductions of the candidates’ biographies, each candidate presented their action program should they be entrusted by voters with a seat in the 16th National Assembly.
Presenting his action program, Vu Van Tien highlighted Hai Phong’s remarkable achievements during the past term, particularly the city’s sustained double-digit economic growth, strong investment in strategic infrastructure such as seaports, logistics, and inter-regional transportation, improvements in the investment climate, and efforts to ensure social welfare and improve people’s living standards.
Sharing his attachment to his hometown, he expressed appreciation for the trust placed in him by Party committees, authorities, and the people. He stated:
“People may go very far thanks to talent and position, but they can go very far sustainably only through gratitude and their roots, so that they may reach great heights while still remaining grounded in their homeland.”
Drawing on many years of experience in journalism and at the Central Committee of the Vietnam Fatherland Front, he raised reflections on the responsibility of a National Assembly deputy to voters: What must he personally do to be worthy of voters’ trust? What should be done together with the people so that the hometown continues to flourish and prosper? What is needed to ensure that each policy truly takes effect in real life and creates meaningful change? Above all, what tangible benefits will people, vulnerable groups, and specific communities receive? Will people’s material and spiritual lives truly improve?
If elected to the 16th National Assembly, he pledged to maintain integrity and strong political resolve, ensuring that words are matched with actions; to remain absolutely loyal to the Fatherland and the people; to continuously improve his capacity and parliamentary skills; and to work with discipline, responsibility, effectiveness, and depth while promoting the application of science, technology, and digital transformation in parliamentary activities.
He also affirmed that he would remain close to the people, maintain strong connections with voters, listen attentively and faithfully convey the realities of daily life to the National Assembly. He pledged to make public channels for receiving public feedback, increase direct dialogue with voters, particularly in disadvantaged areas, and closely monitor the settlement of petitions, complaints, and denunciations to ensure transparent and lawful responses.

Vu Van Tien also stated that he would propose breakthrough mechanisms and policies to help Hai Phong accelerate development in a new growth space. These include administrative reform and the reduction of bureaucratic procedures; improving connectivity capacity to attract investment and promote the private sector; developing a free trade zone; advancing green and digital transformation; strengthening planning and urban development to create new growth spaces for the city; developing social housing and workers’ housing; addressing delayed projects and suspended planning that cause waste and losses; enhancing inter-regional connectivity; and upgrading the inland waterway port system. The goal is to build Hai Phong into a modern, smart city rich in identity, striving to meet key criteria of a special-grade urban area by 2030.
He also stressed the importance of improving the quality of healthcare, education, and culture; creating sustainable jobs, especially for households whose land has been reclaimed for major projects; attracting talent to the city; and caring for people with meritorious services and vulnerable groups, taking the happiness of the people as the ultimate measure of success. He emphasized the need to mobilize broad participation from all social classes and strata to form an internal driving force, strengthen unity, and build social consensus.
Vu Van Tien further stated that, if elected to the 16th National Assembly, he would contribute to lawmaking and institutional improvement based on practical realities. Difficulties faced by citizens and businesses would serve as the starting point when providing policy input. He would also closely monitor the implementation of laws, assess their effectiveness, and take decisive actions to ensure that citizens and businesses truly benefit.
At the same time, he pledged to vigorously carry out supervision and social criticism in a constructive spirit; renew the activities of the Fatherland Front with a stronger grassroots orientation; enhance direct democracy; apply digital platforms so that citizens can submit petitions and track the transparent handling of their cases; resolutely combat stagnation and irresponsibility; coordinate efforts to address pressing livelihood issues; and work with relevant authorities to strengthen training and capacity building for the Fatherland Front’s cadre system from the city level to the grassroots level.
Affirming that commitments must not be treated as mere slogans but as disciplined action and full accountability to voters, Vu Van Tien stated that each initiative he pursues would have clear objectives, defined timelines, measurable outcomes, and transparent feedback mechanisms for voters to monitor. He also emphasized a spirit of substantive action in line with the message: “fewer meetings; more work and action; fewer slogans, more results; fewer procedures, more smiles from the people,” echoing the reminder by Party General Secretary To Lam to every cadre and Party member at the First Congress of the Party Organization of the Vietnam Fatherland Front and Central mass organizations for the 2025–2030 term.
Voters expect responsibility and commitment from the candidate
At the meeting, voters expressed appreciation for the contents of Vu Van Tien’s action program, particularly the solutions aimed at improving people’s livelihoods and strengthening social supervision and criticism in the implementation of policies at the local level.

Nguyen Ba Binh, Head of the Grassroots Security Team of Residential Group 17 in Hai Duong Ward, expressed his expectation that, in his role as a National Assembly deputy and as a son of the locality, Vu Van Tien would contribute to developing legislation closely aligned with practical realities, strengthening connectivity to attract investment, and promoting digital transformation so that people can access public administrative services more conveniently.
Le Thi Minh Phuong, a voter from Residential Group No. 2 in Hai Duong Ward, hoped that Vu Van Tien would continue to demonstrate a strong sense of responsibility and carry forward the commitments outlined in his action program to help build a more prosperous hometown where people enjoy improved living standards and greater happiness.
