During the meeting with Ambassador Marc E. Knapper, Vice Chairman of the Quang Tri Provincial People's Committee Hoang Nam shared that Quang Tri was the first locality to implement mine clearance programs starting in 1996 and to search for US military personnel missing in action (MIA) since 1998. The implementation of these programs has significantly contributed to strengthening Vietnam-US relations, from normalization to the establishment of a comprehensive strategic partnership.

Vice Chairman Hoang Nam expressed his hope that the US would continue to support efforts to accelerate the search for missing military personnel in Vietnam; greater information sharing and access to sites to aid in locating missing soldiers.
He proposed that the Ambassador continue liaising with the US Department of State to maintain funding for mine clearance activities in Quang Tri. The province aims to become the first locality in the country to be deemed safe from mines and unexploded ordnance by 2035.
Ambassador Marc E. Knapper stated that the US government would continue to support Vietnam, particularly Quang Tri, in addressing the aftermath of war. This support, he said, is based on the principle of honesty about the past while working toward a prosperous future.
Ambassador Knapper also announced that Washington would implement the Pacific Partnership Program in Quang Tri in 2025. This program, organized by the US Army, aims to enhance coordination and disaster response capabilities and promote cooperation in healthcare and infrastructure. He expressed hope that Quang Tri would support the US in ensuring the successful implementation of the program.
As part of the visit, the delegation held a working session with PeaceTrees Vietnam, met with officials directly involved in mine clearance, visited bomb and mine disposal sites, and was briefed on the procedures for handling various types of unexploded ordnance left over from the war. Deputy Minister Do Hung Viet and Ambassador Marc E. Knapper personally pressed the button to detonate a cluster bomb that had been discovered in a local resident’s field.
