Application of Population Data and VNeID Enhances Efficiency of Election Organization

On February 26, at a nationwide online conference on the implementation of election tasks, representatives of central ministries and agencies reported on preparations for the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026-2031 term. They affirmed that preparations are being carried out proactively and in a coordinated manner, with digital transformation serving as a key highlight in improving the effectiveness of election organization.
Speaking at the conference, Party Central Committee member and Minister of Home Affairs Do Thanh Binh stated that the Government and the Prime Minister have directed the full implementation of tasks in accordance with regulations, promptly issuing legal documents and guidelines to establish a unified basis for organizing the election nationwide. Notably, the application of information technology and digital transformation has been identified as one of the central tasks, particularly in the compilation and management of voter lists.

Ministries and agencies have intensified the exploitation of the National Population Database and the electronic identification system to verify information, compile voter lists, and manage election data. The digitization of procedures helps minimize errors, enhance accuracy, and save time compared to previous manual methods.
According to Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, the Ministry has issued regulations on the use of population data and the application of VNeID in election-related activities, while also deploying voter management software nationwide. To date, 3,320 out of 3,321 commune- and ward-level units have adopted the software, reaching nearly 100 percent coverage.
Through the software system, localities have allocated polling stations for more than 78.5 million eligible voters, achieving 99.48 percent completion. Voters not yet updated mainly involve cases undergoing information adjustments or those who have not completed relevant administrative procedures. The application of voter management software contributes to ensuring accuracy, synchronization, and transparency in the management of election data.
The Ministry of Public Security has also coordinated with the Office of the National Assembly to connect the election information portal with the electronic identification and authentication system, enabling login via VNeID accounts starting from December 2025. This system is integrated with the National Population Database, allowing automatic population of information into candidates’ declaration forms, thereby reducing administrative procedures and enhancing data accuracy.

At the same time, a function has been developed to synchronize candidates’ information onto the VNeID application, enabling voters to easily look up information and thereby enhancing openness and transparency throughout the election process. Cybersecurity, information security, and communications security measures have also been implemented in a coordinated manner to safeguard data systems and election activities in the digital environment.
Alongside the acceleration of digital transformation, election preparations in localities have been carried out seriously and in compliance with regulations, closely following the directives of the central authorities and the National Election Council. Election bodies have been established in full accordance with statutory deadlines; consultation and nomination procedures have been conducted democratically, openly, and transparently.
The compilation, review, and public posting of voter lists have largely been completed on schedule. Professional training has been organized systematically from the central to grassroots levels, enhancing the implementation capacity of election bodies. Election-related communication has also been conducted through diverse channels, effectively combining traditional media with digital platforms to raise awareness and encourage voter participation.
According to Minister of Home Affairs Do Thanh Binh, with proactive and coordinated preparations and the strong promotion of information technology and digital transformation, the progress of election tasks has so far met statutory deadlines, laying an important foundation for the successful organization of the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026-2031 term on March 15, 2026.
