Canadian Friends Highlight Significance of 14th National Congress of Communist Party of Vietnam

On the occasion of the 96th anniversary of the founding of the Communist Party of Vietnam and to congratulate the success of the 14th National Congress of the Party, the Canada-Vietnam Friendship Society (CVFS) organized a seminar in a hybrid format, combining in-person and online participation. The event aimed to introduce and clarify the significance and outstanding outcomes of the 14th National Congress, Vietnam’s recent development achievements, as well as the strategic objectives for the 2026-2030 period and the vision toward 2045.

The seminar attracted the interest of numerous scholars, Canadian friends, and members of the Vietnamese community in Canada. Presentations and discussions clearly reflected the spirit and core messages of the 14th National Congress, affirming it as a major milestone that opens a new phase of development for Vietnam amid an increasingly complex and unpredictable global and regional context.

Speaking at the seminar, Pham Cao Phong, former Ambassador of Vietnam to Canada and Vice Chairman of the Vietnam-Canada Friendship Association, emphasized that the 14th National Congress is an event of historic significance, demonstrating the strategic vision and strong political determination of the Party, the State, and the Vietnamese people to lead the country into a new era of national advancement. According to him, the Congress clearly identified key tasks and breakthroughs for the coming period that are both urgent and of long-term strategic importance.

A prominent highlight of the 14th National Congress is the call for a fundamental transformation in development thinking—from extensive growth to in-depth, sustainable development based on science and technology, innovation, and high-quality human resources. At the same time, development orientations are grounded in a people-centered approach, viewing the people as both the subject and the objective, as well as the driving force of development; reaffirming the pivotal role of the great national unity bloc in realizing the goals of the 14th National Congress.

Philip Fernandez, a representative of the Communist Party of Canada (Marxist-Leninist), remarked that the 14th National Congress of the Communist Party of Vietnam holds profound significance not only for the country’s domestic political and social life, but also generates positive resonance within overseas Vietnamese communities. According to him, the Congress reached a unified understanding that Vietnam possesses all the necessary conditions and has developed a concrete action plan to make breakthroughs toward becoming a developed, prosperous, and happy nation by 2045, marking the centenary of the country’s founding.

Fernandez emphasized that a notable new feature of the 14th National Congress, compared with previous congresses, is the unprecedentedly broad participation of all strata of the population, including overseas Vietnamese, in discussions and contributions of opinions. This vividly demonstrates the viewpoint that “the people are the makers of history,” while the Party plays the role of organizer, leader, and catalyst in inspiring the development aspirations of the entire society.

Assessing the development objectives for the 2026-2030 period and the vision toward 2045, Philip Fernandez expressed his confidence that, with its tradition of overcoming difficulties, spirit of solidarity, and the leadership of the Communist Party of Vietnam, the country will achieve these major goals, similar to the historic victories attained in previous stages of development.

Many opinions expressed at the seminar also highly valued Vietnam’s outstanding achievements during the term of the 13th National Congress, considering them an important foundation for the country’s entry into a new stage of development. Delegates cited assessments by the United Nations Development Programme (UNDP), which indicate that Vietnam has made notable progress in human development, multidimensional poverty reduction, and the implementation of the Sustainable Development Goals. The sharp decline in multidimensional poverty, along with continuous improvements in housing, education, and healthcare conditions, clearly reflects the effectiveness of social security and sustainable development policies.

Within the framework of the seminar, Steve Rutchinski, a member of the CVFS Executive Committee, particularly emphasized the principle of “leaving no one behind,” one of the key pillars in Vietnam’s development policy. According to him, this principle is clearly reflected in sustainable poverty reduction programs, support for vulnerable groups, and assistance to ethnic minorities in disadvantaged areas. Vietnam is among the countries that early adopted a multidimensional poverty approach, linking poverty reduction with improvements in quality of life, education, healthcare, and access to basic social services.

Another issue highlighted at the seminar was the role of education and training, as well as digital transformation, in laying the foundation for Vietnam’s breakthrough in the new era. The popularization of digital skills among the population, the development of high-tech human resources, and the restructuring of the vocational education system to align with the needs of the modern labor market were assessed as strategic solutions consistent with the development orientation set forth by the 14th National Congress.

Concluding the seminar, the organizers stated that the CVFS will continue to implement dialogue activities, seminars, and academic exchanges throughout 2026, thereby enhancing the Canadian public’s understanding of Vietnam and contributing to the promotion of friendship, cooperation, and people-to-people exchanges between the two countries.
