According to Dak Lak Provincial Police, alongside enhanced inspection and supervision of fishing activities, authorities are stepping up communication efforts and mobilizing fishermen to sign IUU compliance pledges, thereby raising legal awareness and reducing repeat violations.
Phu Yen ward currently has 268 vessels regularly engaged in fishing. Implementing directives from provincial police and local authorities, ward police have deployed synchronized measures, with communication and mobilization as the core approach.

Police have coordinated with agencies, mass organizations and the Border Guard to conduct direct outreach to vessel owners, captains and fishermen on legal regulations, prohibited acts and penalties - especially encroachment into foreign waters. They have also encouraged compliance with registration and inspection requirements, maintenance of vessel monitoring systems (VMS), proper catch logbooks and catch reporting.
Authorities have intensified situation monitoring and area management; strictly supervised vessels ineligible for operation; and organized patrols at fishing ports, traditional and spontaneous anchorage points to promptly detect and handle violations.
According to the provincial Department of Agriculture and Environment, Dak Lak currently has 2,576 registered fishing vessels, with nearly 100% holding valid fishing licenses. All vessels measuring 15 meters or longer have installed VMS devices and are monitored 24/7.
However, some violations persist, including loss of VMS connectivity, fishing in unauthorized areas, and incomplete or missing catch logs. Since 2024, authorities have detected and sanctioned 119 cases.
Facing the urgent need to remove the EC “yellow card,” Dak Lak continues to tighten management of fishing activities; strengthen inspections and controls at fishing ports; monitor 100% of vessels entering and leaving ports and their landed volumes; and promote the application of technology for seafood traceability.
Provincial police advise fishermen to strictly avoid illegal fishing in foreign waters; maintain continuous operation of VMS devices; fully comply with catch logging and reporting; fish in the correct areas, methods and licenses; and strictly follow regulations when entering and leaving ports.
In the coming time, authorities will continue to intensify patrols, inspections and controls; promptly detect and strictly handle violations, especially deliberate or repeat offenses or signs of organizing or brokering illegal fishing in foreign waters. Serious cases meeting criminal thresholds will be handled in accordance with criminal law.
