On April 17, General Secretary and President To Lam, his spouse, and the high-level Vietnamese delegation successfully concluded their state visit to China from April 14-17, 2026, at the invitation of General Secretary and President of China Xi Jinping and his spouse. The Ministry of Foreign Affairs’ portal published an interview with Politburo Member and Minister of Foreign Affairs Le Hoai Trung regarding the outcomes of the visit by General Secretary and President To Lam and his spouse to China.

- The state visit to China by General Secretary and President To Lam and his spouse from April 14-17, 2026, was a great success. Could you elaborate on the delegation’s key activities, main outcomes, and highlights of the visit?

- At the invitation of General Secretary of the Central Committee of the Communist Party of China and President of the People’s Republic of China Xi Jinping and his spouse, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam, together with his spouse and a high-level Vietnamese delegation, paid a state visit to the People’s Republic of China from April 14 to April 17, 2026.

This was General Secretary and President To Lam’s first overseas visit following the 16th National Assembly’s consolidation of key state leadership positions, building on the highly successful outcomes of the 14th National Party Congress and the elections of the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term. Both sides identified the visit as the most important diplomatic engagement in Vietnam-China relations in 2026, as both countries are entering new stages of development. The 14th National Party Congress of Vietnam outlined major goals and directions to steadily advance the country toward socialism in a new era, aiming to achieve strategic objectives by 2030 and 2045. Meanwhile, this year marks the first year of China’s implementation of its 15th Five-Year Socio-Economic Development Plan. The visit also conveyed Vietnam’s important message in implementing and concretizing the Party’s foreign policy of independence, self-reliance, resilience, and the diversification and multilateralization of external relations.

During the visit, General Secretary and President To Lam, his spouse, and the high-level delegation of the Party and State engaged in numerous important and diverse activities, reflecting political trust and the broad, in-depth comprehensive cooperation between the two Parties and countries, as well as the shared desire to elevate strategic connectivity so that Vietnam-China relations continue to deepen in a substantive manner, better meeting the needs of both Parties and countries and the aspirations of their peoples. General Secretary and President To Lam held important meetings with General Secretary and President Xi Jinping, engaging in in-depth strategic exchanges and jointly witnessing the signing of numerous cooperation documents across various fields. He also met with all key leaders of the Chinese Party and State and participated in many other significant diplomatic activities, including meetings with representatives of the younger generations of both countries. In addition, General Secretary and President To Lam visited and delivered a policy speech at Tsinghua University and toured the Xiong’an New Area in Hebei Province - an exemplar of China’s modern socialist urban development. After concluding activities in Beijing, General Secretary and President To Lam and the delegation visited Guangxi on the occasion of the 85th anniversary of President Ho Chi Minh’s departure from Guangxi to return home after years of seeking a path to national salvation. Alongside participating in several official engagements with the General Secretary and President, his spouse Ngo Phuong Ly held cordial exchanges with Professor Peng Liyuan, spouse of General Secretary and President Xi Jinping, and visited a number of prominent educational, cultural, and artistic institutions in Beijing and Guangxi, thereby further strengthening friendship and people-to-people exchanges between the two countries. Within the framework of the visit, Politburo Member and Permanent Member of the Secretariat Tran Cam Tu co-chaired, together with Cai Qi, Member of the Standing Committee of the Politburo, Secretary of the Secretariat, and Director of the General Office of the Communist Party of China, a meeting between representatives of the two Politburos. Many other Politburo members and Central Committee members, who are leaders of ministries, sectors, and localities, also held substantive meetings and working sessions with Chinese partners to promptly implement high-level agreements.

The visit achieved particularly significant, comprehensive, and strategically profound results, highlighted by several key points:

First, both sides identified this as the most important external engagement between the two Parties and countries in 2026, demonstrating the importance attached to and political trust in Vietnam-China relations within each country’s foreign policy, as well as the shared desire to elevate bilateral ties to a new level in the new context. Vietnam consistently attaches great importance to and gives top priority to developing relations with China, considering this an objective requirement and a strategic choice within the overall foreign policy line set by the 14th National Party Congress. China, for its part, consistently prioritizes relations with Vietnam in its neighborhood diplomacy. Leaders of the Chinese Party and State highly appreciated and valued that General Secretary and President To Lam chose China as his first overseas destination following the consolidation of key state leadership positions by the 16th National Assembly. The Vietnamese delegation was received with the highest level of protocol, marked by great respect, warmth, and special arrangements. Public opinion in both countries and internationally paid great attention to and expressed highly positive assessments of this visit by General Secretary and President To Lam, his spouse, and the high-level Vietnamese delegation.

Second, the top leaders of the two Parties and countries held sincere and in-depth exchanges on the situation of each Party and country, as well as on regional and international developments, and conducted comprehensive discussions on bilateral relations. They reached important common understandings and outlined major directions for promoting substantive cooperation across various fields, leveraging each side’s strengths. On this occasion, General Secretary and President To Lam also proposed highly concrete measures to enhance connectivity in areas such as the economy, investment, development policies, infrastructure, science and technology, education and training, people-to-people exchanges, and tourism, as well as to strengthen cooperation in new areas where Vietnam has demand and China has advantages in the coming period.

Third, through their exchanges, the two leaders reached important common perceptions regarding the orientation for advancing Vietnam-China relations to a new level. Politically, on the basis of mutual respect and trust, both sides agreed to support each other’s socialist construction, increase high-level visits and exchanges between the leaders of the two Parties and States, and effectively promote existing cooperation mechanisms across Party, Government, National Assembly-National People’s Congress, Fatherland Front-Chinese People’s Political Consultative Conference, and socio-political organization channels. Both sides agreed to enhance the connectivity of their two economies; promote practical measures to develop trade and investment; and closely cooperate in research and the early commencement of railway construction projects, while facilitating customs clearance for export goods of both countries.

Fourth, the two leaders also emphasized the importance of actively coordinating and supporting each other in international forums, thereby creating an important foundation and more favorable conditions for consolidating a peaceful and stable environment for each country.

Overall, the visit both reaffirmed the long-standing, close, and enduring traditional relationship between the two Parties, the two countries, and their peoples, nurtured by generations of leaders, and demonstrated the determination, vision, and overarching direction of the top leaders of both Parties and countries to elevate strategic connectivity in the new development phase. It also contributed to consolidating a favorable external environment, ensuring that this important relationship increasingly meets the practical needs and aspirations of the peoples of both countries in the new era, while making positive contributions to peace, stability, cooperation, and development in the region and the world.

- The state visit to China by General Secretary and President To Lam and his spouse was a great success, yielding substantial achievements of great significance in creating an important foundation for national development as well as for elevating Vietnam-China relations to a new level.

In the coming time, senior leaders of the two Parties and States will closely direct the implementation of these important outcomes. Ministries, sectors, and localities will thoroughly grasp the important common understandings reached between the two General Secretaries and Presidents, actively promote exchanges and contacts at all levels, and advance substantive cooperation with a focus on strategic connectivity, concrete effectiveness as the measure, and the interests of the two peoples as the ultimate goal.

First, it is necessary to disseminate, through appropriate methods and approaches, full information to ministries, sectors, localities, and the public about the important outcomes of the visit, especially the enhancement of substantive cooperation between the two sides, thereby further clarifying strategic connectivity between Vietnam and China in development policies, infrastructure, trade, investment, and logistics. Key projects such as railways, expressways, logistics systems, and smart border gates will be prioritized for rapid implementation, facilitating the flow of goods and investment while ensuring energy security.

Second, ministries, sectors, localities, organizations, and enterprises should, on that basis, develop implementation plans, action programs, and concrete measures to fully tap into and promote the potential of bilateral cooperation in each specific field.

Third, both sides need to continue close coordination and exchanges in implementing the high-level agreements reached. In discussions with Chinese leaders, the Chinese side expressed readiness to develop concrete plans and measures to coordinate with Vietnam in carrying out the signed agreements.
