Expanding Viet Nam-Venezuela Cooperation During Tenure of Ambassador Juan Carlos Fernandes Juaréz

| Strengthen Solidarity and Friendship Between Vietnam and Venezuela |
According to the Viet Nam Union of Friendship Organizations, during his term in Viet Nam since 2023, Ambassador Juan Carlos Fernandes Juaréz has made many practical contributions to advancing bilateral relations, particularly through people-to-people diplomacy.
The Ambassador actively facilitated connections, promoted the signing, and supported the implementation of many key cooperation agreements between the two countries, thereby helping to establish a legal foundation and expand the scope of bilateral cooperation. Cooperation has been broadened across multiple sectors, including agriculture, oil and gas, telecommunications, and connections between businesses and organizations of both countries. Notable examples include: the Memorandum of Understanding between the Ministry of Agriculture and Rural Development of the Socialist Republic of Viet Nam and the Ministry of People’s Power for Productive Agriculture and Lands of the Bolivarian Republic of Venezuela on agricultural development cooperation; the Action Program for implementing agricultural cooperation between Venezuela and Viet Nam for the 2024-2030 period; the cooperation agreement between the United Socialist Party of Venezuela and the Communist Party of Viet Nam; the Memorandum of Understanding between Petróleos de Venezuela, S.A. and the Viet Nam Oil and Gas Group, as well as the Letter of Intent between the Venezuelan Petrochemical Company and PetroVietnam Fertilizer and Chemicals Corporation; and the Memorandum of Understanding between the Simón Bolívar Institute for Peace and Solidarity Among Peoples (ISB) and the Viet Nam Union of Friendship Organizations.

The Ambassador also advised on, coordinated, and promoted numerous high-level visits between Viet Nam and Venezuela, thereby contributing to enhanced political trust and deepened bilateral relations. Delegation exchanges were carried out through various channels, including Party, State, National Assembly, youth, academic, and armed forces exchanges, helping to strengthen mutual understanding and ties between the peoples of both countries.
He also worked closely with Vietnamese agencies, including the Viet Nam Union of Friendship Organizations, to successfully organize many events, notably: the 35th anniversary of the establishment of Viet Nam-Venezuela diplomatic relations (2024); the 10th Viet Nam-Venezuela Political Consultation (2024); along with cultural exchange activities, fairs, exhibitions, and cooperation forums. These activities contributed to promoting the image of Venezuela and its people in Viet Nam, while also fostering cultural exchanges between the two nations.
In the academic field and knowledge connectivity, the Ambassador chaired and coordinated the organization of numerous thematic seminars on agricultural cooperation, trade, and investment; and enhanced engagement with students, scholars, and research institutes, thereby expanding cooperation in research and training between the two countries.
Notably, the Ambassador served as an active bridge between the Simón Bolívar Institute and the Viet Nam Union of Friendship Organizations, promoting delegation exchanges and strengthening coordination in people-to-people diplomacy and parliamentary exchanges.
As a dynamic diplomat, Ambassador Juan Carlos Fernandes Juaréz advanced cooperation through government channels while actively connecting businesses, scholars, cultural and artistic communities, and people’s organizations, thereby contributing to the consolidation of the traditional friendship and solidarity between the two countries and expanding multi-faceted cooperation.
Speaking at the ceremony, President of the Viet Nam Union of Friendship Organizations Phan Anh Son expressed his appreciation for the Ambassador’s active coordination and support for the Union and the Viet Nam-Venezuela Friendship Association in promoting people-to-people relations. Many practical cooperation activities have been implemented and recognized by the leaders of both countries.
Phan Anh Son emphasized that the achievements attained in recent years have been made possible with the important contributions of the Ambassador, as well as the staff of the Venezuelan Embassy in Viet Nam. The awarding of the medal represents respect and recognition for those contributions, while also reflecting the friendship between the peoples of the two countries.

Ambassador Juan Carlos Fernandes Juaréz expressed his gratitude to the Viet Nam Union of Friendship Organizations and the Viet Nam-Venezuela Friendship Association for their continued support and cooperation with the Venezuelan Embassy in Viet Nam. He noted that despite the many difficulties Venezuela still faces, the Government and people of Viet Nam have consistently extended their support, helping to maintain and develop bilateral relations across three pillars: Party diplomacy, State diplomacy, and people-to-people diplomacy.
Highlighting the significance of the medal, the Ambassador described it as a symbolic recognition of the strong relationship between the two countries and expressed his deep impression of Viet Nam and its people.
He affirmed that he would continue contributing to the strengthening of Viet Nam-Venezuela friendship in the future.
| Although Ambassador Juan Carlos Fernandes Juaréz’s tenure was not long, it has made many important and practical contributions to bilateral relations, particularly in the field of people-to-people diplomacy. Those engaged in this field deeply appreciate and recognize the contributions of the Ambassador, his spouse, and the staff of the Venezuelan Embassy in Viet Nam. The Viet Nam-Venezuela Friendship Association will continue to play its role as a bridge, contributing to the consolidation of friendship between the peoples of the two countries, and expresses confidence that the Venezuelan people will overcome difficulties and challenges and continue to develop their country.
