Four Pillars of JICA’s Cooperation in Vietnam in Coming Time

At the mid-fiscal year 2025 press conference on October 8, Kobayashi Yosuke, Chief Representative of the Japan International Cooperation Agency (JICA) Vietnam Office, announced that the four pillars of future Vietnam–Japan cooperation are: development of science, technology, innovation and digital transformation; promotion of international integration; lawmaking and enforcement; and private sector development.

According to Kobayashi, as of October 1, 2025, there are 46 long-term experts and 42 JICA volunteers working in various localities across Vietnam. In addition to individuals, many Japanese organizations such as enterprises, universities, local governments, and NGOs are also closely cooperating with Vietnam, contributing to its socio-economic development.

In the field of climate change response, JICA has partnered with Japanese companies to implement SABO dam construction technology to minimize landslide damage. In April this year, the first SABO dam in Vietnam was completed in Son La Province. It is expected to help protect the safety of communities in the northern mountainous areas that frequently suffer from heavy rains and flash floods.

Amid Vietnam’s rapid population aging, JICA has dispatched volunteers to the National Geriatric Hospital to transfer techniques for swallowing disorder assessment to Vietnamese doctors and nurses. At the same time, JICA has collaborated with Japanese companies to introduce geriatric nursing techniques at Bach Mai Hospital.

Beyond direct training, JICA has been working with local governments, universities, and medical institutions to develop programs for elderly healthcare, train nursing personnel, compile teaching materials, and implement geriatric nursing education.

Currently, JICA is implementing five grant aid projects and 15 ODA loan projects to improve the lives of Vietnamese people. One notable achievement is the Yen Xa Wastewater Treatment Plant - one of the largest in Southeast Asia, which was inaugurated and put into operation in August 2025. The facility is expected to help mitigate chronic flooding in Hanoi, particularly in areas surrounding the To Lich River.

Kobayashi emphasized that JICA attaches particular importance to the four reform pillars Vietnam is pursuing to become a high-income country by 2045:

First, regarding the development of science, technology, innovation, and digital transformation: JICA will continue cooperating with the Vietnam-Japan University to establish a bachelor’s program in semiconductor engineering. The agency will further support the building and strengthening of Vietnam’s semiconductor training ecosystem.

Alongside semiconductors, artificial intelligence (AI) is also a focus area. JICA aims to promote AI through cooperation with the National Innovation Center (NIC) and Hanoi University of Science and Technology to support startups and AI research.

Applying science, technology, and innovation to climate change response is equally crucial. JICA will continue partnering with Japanese universities, businesses, and research institutes to help Vietnam develop and adopt new technologies.

Second, in promoting international integration, JICA has actively contributed to Vietnam’s integration efforts at various levels and sectors, from macro-level policy recommendations to specific areas such as safe agricultural products, food safety, disease prevention, taxation, and intellectual property rights.

Regarding infrastructure - an indispensable factor for international integration, JICA has assisted Vietnam in building airports, seaports, roads, bridges, railways, and customs systems, thereby enhancing Vietnam’s multilayer connectivity with other countries. JICA reaffirms its commitment to continue supporting Vietnam’s international integration process.

Third, in lawmaking and enforcement, over the past decades, JICA has worked closely with the Ministry of Justice, the Supreme People’s Court, the Japan Federation of Bar Associations, and universities to assist in drafting many legal documents for Vietnam. The current project will be completed in December this year, and JICA is considering potential future cooperation projects.

A recent highlight of Vietnam’s institutional reform is the implementation of the two-tier local government model. As Japan has long operated under this system, JICA believes that Vietnam can benefit from Japan’s experience in managing and operating the model.

Fourth, in private sector development, JICA has achieved many successes through long-term cooperation projects that have laid the foundation for Vietnam’s economic growth.

JICA will continue providing policy recommendations while promoting human resource training for small and medium-sized enterprises (SMEs), improving access to finance, and developing infrastructure projects that create growth opportunities.

For infrastructure projects, JICA focuses on those that can maximize Japan’s cooperation experience and technology, fostering technology transfer from Japanese companies to Vietnamese enterprises.

Kobayashi stressed that through development cooperation, JICA seeks to further strengthen partnerships contributing to the shared development of Vietnam and Japan, while deepening the connection between the peoples of the two nations.
