At the meeting, To Huy Rua expressed his pleasure in meeting Takebe Tsutomu, a close friend of Vietnam. He informed about Vietnam's socio-economic situation and said that Vietnam is entering a new era - an era of development and prosperity, driven by the strong momentum and aspirations, which were demonstrated on the 80th anniversary of the August Revolution and Independence Day, September 2.
He highlighted Vietnam's major orientations, emphasizing the "four pillars" to bring the country into a new stage of development, including: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation; Resolution No. 66-NQ/TW dated April 30, 2025 on innovation in law-making and enforcement to meet the requirements of national development in the new era; and Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on the developmen of private economic sector.

He said that Vietnam is promoting reform of the apparatus, streamlining the payroll, improving management efficiency, and investing heavily in education, training, energy, and social security. Thanks to that, according to the General Statistics Office (under the Ministry of Finance), in the first 9 months of 2025, Vietnam's GDP growth is estimated at 7.85%, budget revenue meets the yearly plan, creating conditions to improve people's lives, expanding free health care and education policies for high school students.
Regarding bilateral cooperation, To Huy Rua said that the Vietnam - Japan Friendship Association will organize a working delegation to Japan to meet with their Japanese counterpart, promote exchange activities, and deepen people-to-people relations between the two countries. He expressed hope that Takebe and Japanese friends will continue to support and accompany Vietnam.
Regarding the development of Vietnam-Japan University, he emphasized that quality must accompany quantity, with training programs tailored to Vietnam’s specific needs. He also called for the mobilization of social resources to accelerate the university’s growth, to soon become the “Harvard of Asia.”
For his part, Takebe Tsutomu said that Vietnam-Japan University currently enrolls over 2,000 students, including 100 students specializing in semiconductors, a newly launched program designed to address Vietnam’s growing demand for high-tech human resources.

He expressed deep admiration for Vietnam’s remarkable progress, noting the country’s strong determination in advancing resolutions related to science, technology, innovation, education, and training. He also conveyed hope that Japan will continue to stand alongside Vietnam as a comprehensive strategic partner and natural ally in its development journey.
On the topic of educational cooperation, Takebe emphasized that Vietnam - Japan University aspires to become an international institution, dedicated to training high-quality human resources capable of meeting both domestic and global demands. He also shared a vision for establishing an academy focused on Japanese culture, language, and science and technology, aimed at cultivating skilled professionals with strong practical capabilities to serve both nations.
