Hai Phong Targets USD 4-5 Million in Foreign Non-governmental Aid Annually
According to the plan, the city targets maintaining and expanding the attraction of foreign non-governmental aid to approximately USD 4-5 million per year in the coming period.
To achieve this goal, Hai Phong will focus on developing a portfolio of partners, programs, and projects aligned with local development orientations. This will provide a foundation for departments, sectors, and localities to proactively connect with and leverage resources from international organizations. This is considered a key factor in enhancing persuasiveness to donors, while ensuring that aid is directed toward actual needs and avoiding fragmentation.

Notably, the mobilization of aid emphasizes not only quantity but also the quality, sustainability, and scalability of projects. Priority areas include social welfare, education, healthcare, climate change response, and community development - pillars that have a direct impact on people’s livelihoods.
In practice, support programs from foreign non-governmental organizations have contributed to improving living conditions for many vulnerable groups in the city. According to competent authorities, effectively attracting foreign non-governmental aid not only supplements financial resources but also brings added value in terms of management experience, technology, and modern development approaches. This, in turn, helps enhance the quality of social welfare, healthcare, and education programs, while promoting the city’s sustainable socio-economic development.
