This project is a key initiative under the Memorandum of Understanding on cooperation between the two localities for the 2022-2025 period. It also serves as a commemorative gift from Ho Chi Minh City to Savannakhet province on the occasion of the Vietnam - Laos Friendship and Solidarity Year 2022.
In 2013, the Government and people of Laos built the Ho Chi Minh Memorial Site in Savannakhet province. After more than a decade of operation, many parts of the site have deteriorated and require restoration. In line with the mutual understanding between the two sides, the People’s Committee of Ho Chi Minh City approved the restoration and renovation project in 2023, with a total investment of over VND 66 billion.
Covering an area of more than 700m², the project is funded by Ho Chi Minh City and gifted to Savannakhet province. It is managed by the Department of Culture and Sports of Ho Chi Minh City through the Center for Conservation of Historical Relics.
The project comprises six main components: restoration and upgrading of the memorial monument and statue pedestal; restoration of President Ho Chi Minh's portrait; construction of three new lotus flower reliefs; and construction of a new exhibition and management building.
Construction began in July 2025, with completion, inspection, and official handover taking place at the end of December the same year.

Speaking at the ceremony, Standing Vice Chairman of the Ho Chi Minh City People’s Committee, Nguyen Loc Ha, emphasized that the Project to Restore and Repair the Ho Chi Minh Historical Site in Savannakhet is one of the most significant initiatives, carrying profound political, cultural, and social value. He noted that the project stands as a symbol of the special solidarity and friendship between Ho Chi Minh City and Savannakhet.
On behalf of the city’s leadership, Vice Chairman Nguyen Loc Ha expressed his hope that the Savannakhet Government would ensure proper management, maintenance, and use of the facilities and equipment in accordance with established procedures, thereby preserving their longevity and effectiveness.
Also addressing the ceremony, Vice Chairman of the Savannakhet Government Committee, Thongsay Xayavongkhamdi, affirmed that the restoration and renovation of the Ho Chi Minh Memorial Site is an important and deeply meaningful project. He highlighted its role in strengthening the special solidarity and great friendship between Laos and Vietnam, as well as between Savannakhet and Ho Chi Minh City.
Earlier, on April 1, Vice Chairman Nguyen Loc Ha led a delegation from the Ho Chi Minh City People’s Committee to visit and hold discussions with Savannakhet provincial leaders. On this occasion, the two localities signed a Memorandum of Understanding on cooperation for the 2026-2030 period, opening a new chapter of deeper and broader collaboration between Ho Chi Minh City and Savannakhet, and contributing to the strengthening of the special Vietnam - Laos friendship.
Both sides agreed to jointly develop plans and organize practical activities to celebrate the 65th anniversary of diplomatic relations between Vietnam and Laos and the 50th anniversary of the Treaty of Friendship and Cooperation in 2027. Ho Chi Minh City also pledged to support Savannakhet in training human resources at the bachelor's, master's, and doctoral levels. In addition, the two localities will continue to promote trade, investment, and tourism cooperation, creating favorable conditions for businesses from both sides to explore opportunities for partnership, investment, and market expansion.
