Innovating Emulation in Alignment with Political Tasks, Strengthening Coordination Across the Bloc

Emulation movements generate positive changes across the Bloc
In his opening remarks, Nguyen Anh Tuan stated that 2025 holds special significance as it marks an acceleration phase in implementing the socio-economic development goals for the 2021-2025 period. Amid the issuance of numerous major guidelines and policies, particularly those concerning the restructuring and streamlining of the organizational apparatus, socio-political organizations and affiliated unions have upheld their roles and responsibilities, closely following the leadership and direction of the Party and the State, and proactively and creatively implementing emulation movements aligned with each organization’s political tasks.
These emulation movements have been carried out in a practical manner, contributing to strengthening the great national unity bloc, enhancing the effectiveness of communication and mobilization, and participating in the building of the political system. Coordination among organizations has become increasingly close, while many effective models and innovative approaches have been replicated, creating a widespread impact across the Bloc.
According to the summary report presented at the conference, contributing to the overall results, the Viet Nam Union of Friendship Organizations effectively implemented the emulation movement themed “Solidarity, proactive adaptation, innovation and creativity, striving to excellently fulfill political tasks, and building a strong, professional, and modern Viet Nam Union of Friendship Organizations system.” It also strictly implemented the policy on restructuring the organizational apparatus in accordance with Resolution No. 18-NQ/TW, reducing 11 units under the standing body and 7 central-level member organizations, while ensuring stable and effective operations.

In 2025, the Viet Nam Union of Friendship Organizations made efforts to promote its “connecting” role, proactively linking domestic development needs with resources from 379 foreign non-governmental organizations, mobilizing approximately USD 190.8 million through nearly 2,000 programs and projects. The Union actively implemented plans to mobilize international partners and foreign non-governmental organizations to support the program “Joining hands to eliminate temporary and dilapidated houses nationwide in 2025.” As a result, it mobilized VND 100 billion, built 1,391 new houses, repaired 48 houses, and constructed 249 new sanitation facilities.
In implementing the Politburo’s policy on investing in and building inter-level boarding schools (primary and lower secondary) in 248 land border communes, the Viet Nam Union of Friendship Organizations has proactively mobilized international organizations to support the construction and equipment of 50 libraries, and to sponsor and fully cover living expenses for approximately 3,000-5,000 students from the 2026-2029 academic years.
The Viet Nam Union of Friendship Organizations has also actively responded to movements such as “The whole country competes in innovation and digital transformation,” “Digital literacy for all,” and “The whole country builds a learning society and promotes lifelong learning.”
Enhancing coordination, promoting digital transformation and collaborative activities
The conference recognized numerous outstanding role models, effective models, and innovative approaches. A representative of the leadership of the People’s Aid Coordinating Committee (PACCOM), an exemplary unit of the Viet Nam Union of Friendship Organizations, presented a paper titled “Promoting the role of people-to-people diplomacy in mobilizing foreign non-governmental aid: From resource connectivity to development value creation.” The Viet Nam Union of Friendship Organizations was nominated by the Bloc for a Certificate of Merit from the Prime Minister, receiving 100% consensus.

Discussions at the conference focused on proposing a range of solutions to enhance coordination effectiveness within the Bloc. Key proposals included developing joint communication plans for upcoming congresses and organizing a synchronized “Month for listening to the people” to avoid overlap and fragmentation of resources.
Delegates emphasized the need to strengthen the coordinating role of the Bloc’s head and deputy head, promote the application of technology and digital transformation, and effectively leverage social media in implementing emulation movements. At the same time, it is necessary to address overlaps between emulation clusters and blocs, and to adjust the timing of emulation reviews to improve timeliness and substantive outcomes.
Notable recommendations included integrating emulation tasks with socio-economic development programs; establishing flexible coordination mechanisms among organizations through annual flagship joint activities; and refining the emulation evaluation system toward shared indicators across the Bloc, linked to the implementation results of signed commitments.
At the conference, member units of the Bloc signed the 2026 Emulation Covenant, focusing on key contents such as: organizing emulation movements to celebrate major national political events; promoting democracy and participating in the development of guidelines and policies; effectively implementing emulation movements and campaigns; carrying out social welfare and sustainable development programs; improving the quality of supervision and social criticism; strengthening people-to-people diplomacy; innovating emulation and commendation work and replicating exemplary models; and enhancing the overall effectiveness of the emulation bloc.

In her concluding remarks, Ha Thi Nga highly appreciated the Bloc’s achievements in 2025, while calling for continued refinement and effective operation of the new organizational model in line with the Resolution of the 14th National Party Congress and the congress resolutions of each organization. She stressed the need to concretize emulation tasks in accordance with the specific characteristics of each unit and to further promote patriotic emulation movements associated with political missions.
She underscored the coordinating role of the Bloc’s head and deputy head, calling for stronger and more substantive coordination, the organization of joint activities with tangible outputs, and the maintenance of regular working mechanisms among advisory units to ensure clear responsibilities, flexibility, and effectiveness.
She also noted that, in the coming period, the Viet Nam Fatherland Front will launch the movement “All people join hands to protect the environment for a green, clean, and beautiful Viet Nam,” and implement a comprehensive digital transformation project for the Front, socio-political organizations, and mass associations assigned tasks by the Party and the State.
She called on all organizations to continue promoting proactiveness and creativity, scaling up effective models, thereby contributing to strengthening the great national unity bloc and effectively implementing patriotic emulation movements.
